» 02.02.2015 : Report de la Date des Elections Collectives
Lors d’une déclaration au journal Al-Massaa, le Premier Ministre Abd-El-Ilah Benkiran a annoncé qu’un report des élections des Conseils Turabi est envisagé jusqu’au mois de septembre prochain. Al-Massaa souligne qu’un tel report répond à la demande d’un groupe de partis y compris des partis de l’opposition, et pourrait éviter un blocage potentiel de la Chambre des Conseillers par les partis de l’opposition.

» 03.01.2015: Dialogue in Libya: All Roads Lead to Tripoli’s GNC?
UNSMIL’s Bernardino Leon announced that political dialogue between the GNC and the Tobruk House of Representatives (HoR) would take place inside Libya within few days. The announcement was made at the GNC headquarters on 2 February, following Leon’s meeting with Nouri Busahmin, Speaker of the GNC. News reports said that agreement had been reached to start a political dialogue to find an agreement to form a national unity government that would supervise the remainder of the transition period until a referendum is held. Four members would represent each party (GNC and HoR). Earlier in the week, UNSMIL had announced that agreement had been reached to hold the next round of dialogue in Libya. Aljazeera reported that the Humanitarian Dialogue Centre invited a number of high-ranking political leaders, including Mohamed Sawan, leader of the Libyan Brotherhood Freedom and Construction Party, to a meeting in Switzerland. On the ground, the battle for control of the oilfields in the Gulf of Sirte, between the Libya Dawn forces and the Haftar Dignity armed groups, has intensified over the past week. While there are reports of an increasing rift between the Tobruk-Theni government and Haftar, observers think that the GNC has consolidated its credibility and support base in the management of talks with UNSMIL. Some figures in the Tobruk HoR have criticised Leon’s public meeting with Busahmin at the GNC headquarters, which is considered, according to them, an act of official recognition of the legitimacy of the GNC by the international community.

» 02.01.2015: Realpolitik Prevails
On Monday 2 February, PM Habib Essid announced a revised composition of his cabinet following lengthy negotiations with the main political parties represented in the National Assembly. Despite deep disagreement within Nidaa Tounes, Ennahdha was attributed the employment portfolio in addition to three other secretary-of-state posts, including the post for international cooperation. Ennahdha has demonstrated thereby that it remains a key player in the Tunisian political landscape. The hawkish wing within Nidaa Tounes led by Taieb Bekouche who worked hard to exclude Ennahdha from the cabinet had to surrender at the end to the realpolitik considerations of President Beji Caid Esebssi. Despite the fact that the government portfolio and posts attributed to Ennahdha do not reflect the size of its parliamentary seats (69), observers think that Rached Ghanouchi has scored a symbolic political victory, in that it made sure its conditions for entry into the new government were heard, i.e. independent PM, sovereign ministries headed by technocrats, and an Ennahdha presence in the government. With the current configuration, Ennahdha would find it less difficult to justify to its constituencies its support for the policies of a government dominated by Nidaa Tounes. All this comes within a context were Ennahdha followers feel that the Islamist movement is heading towards difficult times under the rule of Nidaa Tounes, especially after the suspension of a number of Islamist TV and radio stations last week, including the Zeitouna TV and Al Insan TV.

4) EGYPTE
» 29.01.2015 : Recherche d’Alternatives
Jeudi 29 janvier, plusieurs attaques coordonnées ont provoqué la mort de plus de 30 personnes et de nombreuses victimes dans le nord du Sinaï. Ces attaques ont rapidement été revendiquées par Ansar Beit al-Maqdis.
Ces attaques ont attiré l’attention internationale sur une situation égyptienne très instable où la violence étatique incite d’autres acteurs à quitter les voies pacifiques. En effet, on observe un développement préoccupant dans le discours des Frères musulmans, qui jusqu’à présent préféraient la voie de la réforme pacifique, vers un appel à la lutte armée, notamment sur leur chaîne Misr Alan. En réponse, le gouvernement égyptien a demandé à la France qui possède Eutelsat, le satellite émettant des chaînes sympathisantes des Frères, de mettre fin à cette émission.
Au niveau des Etats occidentaux, il semblerait que l’on cherche une alternative au régime actuel. En effet, il n’est peut-être pas anodin qu’El-Baradei sorte de son silence en cette période (cf weekly update de la semaine passée). Par ailleurs, les Etats-Unis ont accueilli une délégation d’opposants au pouvoir de Sisi, dont plusieurs figures des Frères faisaient partie. Selon certains observateurs, cela démontre que face à la menace de l’Etat islamique d’une part et à l’expansion chiite d’autre part, l’idée de soutenir le seul mouvement sunnite organisé et expérimenté de la région revient en force dans les hautes sphères de la politique internationale.

5) YÉMEN
» 30.01.2015: Vacance de Pouvoir : les Houthis menacent de Reprendre en Main la Situation
Afin de trouver une solution à la crise yéménite, l’envoyé des Nations Unies, Jamal bin Omar, a invité les parties yéménites à participer à des réunions de consultations. Or, les divergences entre les Houthis et les autres partis ont poussé le parti du Congrès général du peuple, le parti Mouvement du sud, et le parti de l’Union rashad à se retirer. Pour sortir de cette crise, le parti du Congrès général du peuple soutient la position de transférer le pouvoir au parlement, dont il possède la majorité des siège, alors que le parti houthi propose la formation d’un conseil présidentiel. De leur côté, les partis de la « Réunion commune » dominée par le parti Islah voient en la renonciation de Hadi à sa démission la solution la moins coûteuse, en cette période, qui permettrait de maintenir la légitimité des accords et serait acceptable pour les acteurs régionaux et internationaux.
Vendredi 30 janvier, les Houthis ont organisé une grande conférence de trois jours qui a été boycottée par tous les partis excepté le parti du Congrès général du peuple, parti de l’ancien président Saleh. A la fin de cette réunion, dimanche 1er février, les Houthis ont annoncé un délai de trois jours pour que les forces politiques présentent une solution à la crise politique, sans quoi la « direction révolutionnaire prendrait elle-même en main la situation de l’Etat », sans ajouter d’autres détails.

» 01.02.2015 : Remise en Question de la Politique du Golfe à l’Egard des Frères Musulmans
Parallèlement à ce qui se passe en Egypte, les événements au Yémen amènent les observateurs politiques à remettre en cause la stratégie politique du Golfe contre les Frères musulmans. En effet, de plus en plus de voix s’élèvent pour condamner ce qui est qualifié de grave erreur stratégique. Par sa politique de répression accablant les Frères musulmans, le Golfe aurait facilité l’expansion du pouvoir chiite en démantelant la seule force sunnite organisée.

Mali:
» 29.01.2015 IBK undertakes his First visit at Gao to Appease Tensions
The Malian President, Ibrahim Boubacar Keïta, cancelled his participation at the 24th Summit of the African Union in order to undertake a visit at Gao. It is the first visit of the President to the Northern part of Mali since his election in September 2013. This visit aimed at appeasing the tensions after four persons were killed and several others injured during demonstrations against MINUSMA last Tuesday. These protests targeted the alleged secret agreement to be signed between Azawad movements and the MINUSMA. This agreement was in fact an attempt by the MINUSMA to demilitarize the area of Tabankort where regular armed confrontations take place between Tuareg armed groups and armed groups deemed close to the government. As a result of the demonstrations, the MINUSMA decided to withdraw the project of agreement. The night following the incident, forces of the Azawad Coordination near Tabankort were attacked by members of the Gatia. While other attacks continue to take place in the country, it is expected that the international mediation team will meet in Algiers on February 7 to discuss next steps for the peace negotiations.

Niger:
» 26.01.2015 Algeria and Niger reinforce cooperation for security in the Sahel
The President of Niger, Mahamadou Issoufou, undertook his first visit to Algeria to discuss bilateral cooperation, terrorism and the libyan crisis. Both Presidents have the same view on the Libya situation and are in favor of reconciliation among Libyans and reject any territorial division of the country. Nevertheless, the President of Niger is one of the five presidents who called for an international intervention in Libya while Algiers was advocating for a national dialogue. Mahamadou Issoufou asked the President of Algeria to consider the reopening of the border with Niger, which was closed since the Serval operation at the beginning of 2013. Both countries share 1000 km of borders along desert areas and will strengthen security cooperation to fight against terrorist threats in the region through the CEMOC (joint military committee).
