This alliance demonstrates the strategic political cooperation of two parties with very different ideologies; the PJD is described as an &lsquo;Islamist&rsquo; party because of its conservative values, and the PPS was formerly the Communist Party of Morocco. Benabdellah acknowledged this saying, \u00ab\u00a0even [with] the differences between the two parties, the relationship between the PPS and the PJD has become a model for the Moroccan political life,\u00a0\u00bb clearly supporting a closer working relationship between political parties with diverse identities and manifestos. Benabdellah further evoked the common history of the two parties, as a justification for their alliance, perhaps referring to the political exclusion suffered by both leftist and Islamist Moroccans from the political sphere from the 1960s to the &rsquo;80s.<\/p>\n<p>In a joint statement, the alliance was justified as an offensive against the attempts of other political quarters to \u00ab\u00a0control the political scene\u00a0\u00bb and to \u00ab\u00a0harm the achievements since the national dialogue of 9 March 2011.\u00a0\u00bb According to Benkirane: \u00ab\u00a0a strong current, positioned between the king and the political class, wants to perpetuate the concepts of colonialism, or, in other words, the logic that led us to February 20.\u00a0\u00bb According to Benkirane, this group, also referred to as a \u00ab\u00a0secret party,\u00a0\u00bb is attempting to remotely control Moroccan politics, which he calls dangerous to the national institutions, \u00ab\u00a0including the Royal Institution \u2013 the largest in Morocco.\u00a0\u00bb Some sources reported that the PJD and the PPS collaborated for the same strategic reasons in 2011.<\/p>\n<p>The decision on a political alliance may reflect a feeling of insecurity within the ruling party, despite the apparent conviction in Benkirane&rsquo;s continued role as Prime Minister that was reflected in a recent study, published by Telquel. When asked \u00ab\u00a0Who do you see as the head of the next government?\u00a0\u00bb 44.9% of responds identified Benkirane. Ilyas El Omari, leader of the Authenticity and Modernity Party, came in second with 15% of responses. Nabila Mounib, secretary-general of the Unified Socialist Party came in third with 8%.<\/p>\n<p>The study reflected a steady loss of confidence in the PJD, as well as in the figure of Benkirane himself, between July 2013 and March 2016, which may ultimately affect the party&rsquo;s chances of remaining in power. Elle annonce notamment qu&rsquo;elle va de nouveau si\u00e9ger \u00e0 l&rsquo;Assembl\u00e9e nationale, tout en ne reconnaissant pas la victoire de Mahamadou Issoufou \u00e0 la pr\u00e9sidentielle, des 21 f\u00e9vrier et 20 mars 2016.<\/p>\n<p>R\u00e9unis dimanche 17 avril, quelques jours apr\u00e8s l&rsquo;officialisation de la composition du nouveau gouvernement, les partis de la Coalition pour l&rsquo;alternance 2016 (Copa 2016) ont d\u00e9cid\u00e9 de mettre fin au boycott de l&rsquo;Assembl\u00e9e nationale, au sein de laquelle ils n&rsquo;avaient pas encore si\u00e9g\u00e9. \u00ab Dans le souci de limiter les d\u00e9g\u00e2ts d&rsquo;une gouvernance chaotique et malgr\u00e9 le d\u00e9tournement des suffrages des \u00e9lecteurs, la Copa d\u00e9cide de mettre fin \u00e0 la suspension de la participation de ses repr\u00e9sentants \u00e0 l&rsquo;Assembl\u00e9e nationale, \u00e0 la Commission \u00e9lectorale nationale ind\u00e9pendante et ses d\u00e9membrements, et affirme sa ferme volont\u00e9 de participer aux \u00e9lections locales \u00bb, a d\u00e9clar\u00e9, \u00e0 la presse, le porte-parole de la coalition Ousseini Salatou. He furthermore emphasised that the PJD has adopted these draft amendments because of a conviction of their necessity.<\/p>\n<p>Reportedly, a number of Moroccan lawyers have criticised Benkirane&rsquo;s legislative decisions over the past four years, because he has greatly expanded the list of institutions where the king holds authority over appointments and other administrative matters. Toubal explained that amending the laws concerning the appointment of high ranking posts would bring the security sector under the president&rsquo;s range of prerogatives. The announcement stirred the political and civil society community and put Beji Caid Essebsi and both Nidaa Tounes and its ally in the parliament Ennahdha on the defensive. Constitutional law experts and figures of the 2011 Constituent Assembly such as Al-Arabi Abid reacted publically, and criticised the plan, especially that there remain a number of institutions introduced by the 2014 Constitution that have not been even established yet. Other critics saw in the move an attempt by the majority to by-pass the political consensus established by the National Dialogue and its outputs. The reaction of the legal, political, and civil society communities to the amendment plans of Nidaa Tounes, coupled with a state of social malaise and disapproval of the performance of Habib Esid&rsquo;s government appear to have compelled President Caid Essebsi to call a press interview for BBC Arabic, in which he denied any plans to amend the constitution. Essebsi, however, seized the opportunity to bring his support to Habib Esid describing him as a competent prime minister. This public show of support did not, however, quell journalists and observers from criticising Esid&rsquo;s performance. Essebsi also received Houcine Abbassi, leader of the UGTT labour union, as well as Rached Ghanouchi, separately in order to shore social stability. It seems that the constitution amendment plan of Nidaa Tounes has been put aside for now, but it is not certain that there won&rsquo;t be attempts to open the discussion again, should circumstances change. Mouhcen Merzouk&rsquo;s Tunisia Project Party is in disarray after the recent Panama Papers revelations and the resignation of some figures in his party, as well as the troubles Afak Tounes is going through. Nidaa Tounes supported by Ennahdha continue to dominate the political scene and hold the de facto majority in the parliament. Ennahdha itself does not hide its criticism of the current distribution of powers between the executive and the presidency. Cependant, il semblerait que des raids de l&rsquo;aviation saoudienne et la poursuite des combats retarderaient l&rsquo;arriv\u00e9e de la d\u00e9l\u00e9gation houthie au Kowe\u00eft et donc le d\u00e9marrage des n\u00e9gociations. Ce dernier avait parodi\u00e9 dans une vid\u00e9o le pr\u00e9sident turc Erdogan, l&rsquo;insultant de p\u00e9dophile et zoophile, une vid\u00e9o qui a ensuite \u00e9t\u00e9 retir\u00e9e d&rsquo;internet par la cha\u00eene ZDF. Des poursuites judiciaires avaient d\u00e9j\u00e0 \u00e9t\u00e9 demand\u00e9es il y a quelques mois par les autorit\u00e9s turques, \u00e0 l&rsquo;encontre d&rsquo;un autre media allemand, Extra 3, qui d\u00e9non\u00e7ait de mani\u00e8re humoristique les d\u00e9rives totalitaires du gouvernement Erdogan. A la diff\u00e9rence du cas Jan B\u00f6hmermann, cette demande n&rsquo;avait pas \u00e9t\u00e9 valid\u00e9e par les autorit\u00e9s allemandes.<\/p>\n<p>L&rsquo;humoriste avait conscience que ses propos enfreignaient l&rsquo;article 103 du code p\u00e9nal, qui stipule que toute insulte envers un dirigeant \u00e9tranger est passible de trois ans de prison, \u00e0 condition qu&rsquo;une demande officielle soit d\u00e9pos\u00e9e et qu&rsquo;elle soit accept\u00e9e par le gouvernement. Vendredi pass\u00e9, Madame Merkel a finalement c\u00e9d\u00e9 \u00e0 la pression et a accept\u00e9 la plainte d\u00e9pos\u00e9e par le gouvernement turc, qualifiant le po\u00e8me de Jan B\u00f6hmermann de \u00ab\u00a0deliberately offensive\u00a0\u00bb. L&rsquo;ancien ministre des finances grec, Yanis Varoufakis, a quant \u00e0 lui exprim\u00e9 son soutien envers Jan B\u00f6hmermann sur les r\u00e9seaux sociaux et une p\u00e9tition a \u00e9t\u00e9 lanc\u00e9e par des personnalit\u00e9s allemandes en solidarit\u00e9 avec ce dernier (100&rsquo;000 signatures mardi matin 12 avril).<\/p>\n<p>Cette pol\u00e9mique intervient alors que le Parlement europ\u00e9en exprimait dans son dernier rapport du 14 avril 2016 ses inqui\u00e9tudes vis-\u00e0-vis du respect de la libert\u00e9 d&rsquo;expression et en particulier de la libert\u00e9 de la presse et des m\u00e9dias en Turquie. Selon cette instance europ\u00e9enne, la primaut\u00e9 de la \u00ab realpolitik \u00bb dans la gestion de la crise migratoire aurait pris le dessus par rapport \u00e0 la \u00ab moralpolitik \u00bb. Dans son rapport, elle souligne en effet que la Turquie \u00ab still has one of the highest number of imprisoned journalists in the world \u00bb (point F du rapport), et que selon le dernier classement de la Freedom House for freedom of the press and media, \u00ab Turkey is still ranked as not having a free press and its internet freedom as being only partly free \u00bb (point G du rapport). Le rapport souligne aussi la d\u00e9t\u00e9rioration rapide de la s\u00e9curit\u00e9 en Turquie tant au niveau interne qu&rsquo;externe (point H du rapport) et s&rsquo;inqui\u00e8te du fait que la Turquie recule vis-\u00e0-vis des crit\u00e8res de Copenhague exig\u00e9s par l&rsquo;Union europ\u00e9enne (UE) pour une adh\u00e9sion en son sein : \u00ab there has been a regression moving increasingly away from meeting the Copenhagen criteria to which candidate countries must adhere \u00bb (point I.1.du rapport). Son titre, \u00ab Unit\u00e9 et solidarit\u00e9 pour la justice et la paix \u00bb, ainsi que le discours d&rsquo;ouverture du pr\u00e9sident turc, Recep Tayyip Erdogan, avaient laiss\u00e9 poindre l&rsquo;espoir d&rsquo;une avanc\u00e9e dans le rapprochement irano-saoudien et dans la lutte contre le sectarisme religieux, qui ronge la r\u00e9gion. Rien n&rsquo;y a fait, le pr\u00e9sident Rouhani n&rsquo;aurait ainsi pas assist\u00e9 \u00e0 la session de cl\u00f4ture de la conf\u00e9rence. Faisant indirectement r\u00e9f\u00e9rence \u00e0 ces r\u00e9solutions, il a regrett\u00e9 que des messages pouvant accro\u00eetre la division entre musulmans ne ressortissent de ce sommet de l&rsquo;OCI, pourtant r\u00e9uni sous le nom de l&rsquo;unit\u00e9.<\/p>\n<p>Dans son communiqu\u00e9 final, la conf\u00e9rence d\u00e9plore le soutien iranien continu au terrorisme ainsi que son interf\u00e9rence dans les affaires des Etats de la r\u00e9gion. La conf\u00e9rence condamne n\u00e9anmoins le Hezbollah pour ses activit\u00e9s consid\u00e9r\u00e9es comme actes terroristes en Syrie, au Bahre\u00efn, au Kowe\u00eft et au Y\u00e9men et pour son soutien aux groupes terroristes qui menacent la s\u00e9curit\u00e9 et la stabilit\u00e9 des Etats membres.<\/p>\n<p>D&rsquo;autre part, la conf\u00e9rence exprime son soutien aux efforts de l&rsquo;Arabie saoudite dans son combat contre le terrorisme, notamment \u00e0 travers la cr\u00e9ation de la Coalition militaire islamique pour contrer le terrorisme, et invite les autres membres \u00e0 la joindre. Le communiqu\u00e9 invite \u00e9galement les Etats membres \u00e0 fournir tout le soutien n\u00e9cessaire \u00e0 l&rsquo;arm\u00e9e libanaise, \u00ab pilier de la s\u00e9curit\u00e9, la stabilit\u00e9 et la paix nationale au Liban \u00bb. En cela, il loue le soutien continu des pays arabes et musulmans, \u00ab au premier rang desquels se trouve l&rsquo;Arabie saoudite \u00bb. Les Fr\u00e8res musulmans (FM), fond\u00e9s en Egypte en 1928, repr\u00e9sentent la principale force d&rsquo;opposition dans le royaume hach\u00e9mite. Tol\u00e9r\u00e9e pendant des d\u00e9cennies, la confr\u00e9rie entretient des relations tendues avec le pouvoir depuis les soul\u00e8vements populaires de 2011. Plus sp\u00e9cifiquement, les rapports se sont d\u00e9t\u00e9rior\u00e9s \u00e0 la suite de la prise de pouvoir du g\u00e9n\u00e9ral al-Sisi en Egypte et en printemps dernier (2015), alors que le gouvernement avait demand\u00e9 aux FM de changer leurs statuts qui pr\u00e9sentaient le groupe comme une branche des FM d&rsquo;Egypte. Cette branche, plus favorable envers l&rsquo;Etat, est pass\u00e9e de 50 \u00e0 300 membres en une ann\u00e9e, mais elle est toujours tr\u00e8s loin de la branche originale qui peut compter sur le soutien de la majorit\u00e9 des Fr\u00e8res et d&rsquo;un soutien populaire qui approcherait les 30% selon des analystes.<\/p>\n<p>La d\u00e9cision de fermer les locaux du mouvement historique des FM suivraient l&rsquo;annonce du gouvernement \u00e0 la fin du mois dernier d&rsquo;interdire aux FM de mener des \u00e9lections internes, comme le mandat de leur conseil consultatif arrivait \u00e0 son terme en avril. Cette annonce aurait \u00e9t\u00e9 faite suite \u00e0 l&rsquo;enregistrement d&rsquo;une plainte d\u00e9pos\u00e9e par la nouvelle branche, \u00ab l&rsquo;Association des Fr\u00e8res musulmans \u00bb, contre le mouvement original pour utilisation de leur nom. Alors que les FM n&rsquo;auraient pas suivi cette interdiction et auraient proc\u00e9d\u00e9 \u00e0 leurs \u00e9lections \u00ab en secret \u00bb dans les maisons de leurs membres, le gouvernement aurait alors d\u00e9cid\u00e9 de faire \u00e9vacuer et perquisitionner les locaux et de les sceller.<\/p>\n<p>D\u00e9non\u00e7ant une d\u00e9cision politique en ligne avec ce qui se passe dans la r\u00e9gion, le mouvement a jug\u00e9 les fermetures ill\u00e9gales. These divisions have been demonstrated most recently in the political crisis currently threatening the Iraqi central government, over the profile of key cabinet members.<\/p>\n<p>The article notes that Iraq&rsquo;s sectarian political system, \u00ab\u00a0which is made up of three major alliances: Shiite, Sunni Arab and Kurdish,\u00a0\u00bb has led to deep internal divisions between communities, but also within communities. Within the majority Shi&rsquo;i population of Iraq, political factions have been increasingly entrenched, between the prominent figures of Muqtada Al Sadr, former prime minister Nouri Al Maliki, and the Grand Ayatollah Ali Al Sistani. While these men at times served to unify the Shi&rsquo;i community under one voice, the pressure of political challenges, including economic crisis, extensive government corruption and the threat posed by various armed groups in the region (as well as a larger political crisis between the regional powers, Iran and Saudi Arabia) have created numerous and growing internal disputes. Notably, popular perceptions of the government&rsquo;s extensive corruption have prompted attempted corrections from within the community. In January 2016, Iraq&rsquo;s primary Shi&rsquo;i cleric Sistani said that successive (Shi&rsquo;i-majority) Iraqi governments \u00ab\u00a0have wasted public funds, in a way that would cause the state to collapse.\u00a0\u00bb Despite describing the national situation as \u00ab\u00a0alarming,\u00a0\u00bb he has not intervened in political affairs since.<\/p>\n<p>Mamouri&rsquo;s observations on friction within the primary Iraqi alliances can be seen in the current context of Prime Minister Haider Al Abadi&rsquo;s attempted reforms of the central government. The proposed political reforms have sought to reverse the quota system (which was installed by the 2005 Constitution, and which created the current sectarian-based political system in Iraq) as well as to reverse gross corruption that has been exposed at high levels of the Iraqi government. Abadi&rsquo;s first list of nominations for technocratic cabinet members, released on 31 March, was not adopted by lawmakers, which prompted the declaration of a second nomination. This second, which was drafted according to the quota system, led to outrage within the Iraqi government, and among the general population. In response to the second announcement, more than 170 Iraqi MPs staged an overnight sit-in in parliament, to protest against the heads of parliamentary blocs, who stymied the first reform efforts. Video footage showed images of a fight that broke out between parliamentarians during the sit-in; caused by Kurdish and Shi&rsquo;i MPs, according to witnesses.<\/p>\n<p>Some outside observers, quoting internal sources, have alleged that Al Maliki controls more than two-thirds of the rebellious MPs. \u00ab\u00a0&lsquo;Those who led the [parliamentary] coup were Maliki&rsquo;s MPs and were under his supervision,&rsquo; said a senior Shi&rsquo;i leader familiar with the current political bloc negotiations.\u00a0\u00bb 23 lawmakers from the powerful Badr bloc have refused to participate in parliamentary sessions. One representative of the Bloc warned that the latest internal divisions could even result in two governments. The leader of Badr, Hadi Al Ameri, is a top commander of Shi&rsquo;i paramilitary forces fighting against the so-called Islamic State (ISIS). At the time of writing, three parliamentary sessions have been cancelled for lack of a quorum.<\/p>\n<p>If accurate, Al Maliki&rsquo;s role in stirring up parliamentary dissent to Abadi&rsquo;s disadvantage, is an example of the political discrepancies that are currently affecting the unity of the large Iraqi Shi&rsquo;i population. However, as Mamouri noted in his article, diverging political opinions among Shi&rsquo;i parties and movements \u00ab\u00a0have moved from disputes among politicians to the street.\u00a0\u00bb Tellingly, the latest suggested government reforms were developed under duress, as mass demonstrations continued for weeks at the doors of the Green Zone in Baghdad (see Cordoba Update 7 and 8\/2016), organised by the influential political and religious figure, Muqtada Al Sadr. This trend demonstrates Iraqis&rsquo; increasing intolerance of, and expanding mobilisation against, the current central government.<\/p>\n<p>In the wake of Abadi&rsquo;s unsuccessful attempts at reform, several government ministries have closed for fear of \u00ab\u00a0invasion,\u00a0\u00bb with sources reporting that protestors &#8211; supporters of Al Sadr &#8211; have returned to the Green Zone. Staff from the ministries of finance, labour, science and technology were apparently ordered to evacuate, as security forces surrounded the area. These recent events suggest a potential breakdown in the Iraqi government, if a mediated political dialogue cannot be established between various influential factions.<\/p>\n<p>The same political difficulties apparently affect the increasingly powerful Kurdish population of Iraq. One article describes that \u00ab\u00a0the current show of Kurdish unity in Baghdad comes amid deep fissures among those parties over a number of thorny issues in Iraqi Kurdistan.\u00a0\u00bb Although Kurdish political parties are a powerful bloc in the Iraqi parliament, an ongoing struggle ensues over the presidency of Iraqi Kurdistan. Two parties: Gorran, and the Kurdistan Islamic Group (Komal), have opposed the extension of Massoud Barzani&rsquo;s tenure for another two years. Amid deteriorating security in North Sinai, a Pentagon spokesperson acknowledged on April 12 that the Obama administration is reviewing options to minimize exposure of international peacekeeping forces to a growing threat in the peninsula. In his visit to Egypt, French President Francois Hollande said on 17 April that human rights should be respected in the fight against \u00ab\u00a0terrorism,\u00a0\u00bb adding that \u00ab\u00a0Human rights are not a constraint but also a way to fight against terrorism\u00a0\u00bb. Hollande said he had raised the case of Italian student Giulio Regeni as well as the case of Eric Lang, a French teacher who was murdered in an Egyptian jail in 2013. Egypt&rsquo;s Abdel Fattah al-Sisi said there was a plot against the country by an \u00ab\u00a0evil force,\u00a0\u00bb adding that \u00ab\u00a0European criteria\u00a0\u00bb of human rights should not be applied to struggling countries such as Egypt, and should include rights to \u00ab\u00a0better education and better housing.\u00a0\u00bb For Sisi, raising human rights issues \u00ab\u00a0is an attempt to isolate Egypt from its European and Arab spheres\u00a0\u00bb. Egyptians are outraged<\/strong><\/p>\n<p>Egypt and Saudi Arabia signed an agreement outlining the two countries&rsquo; maritime borders, placing the disputed islands of Sanafir and Tiran within the kingdom&rsquo;s territory, the Egyptian Cabinet announced on 9 April. Generations of Egyptian schoolchildren have been taught that the islands were Egyptian, and legal experts question the legitimacy of the agreement. In an unusual burst of public outrage, Egyptians criticized Sisi&rsquo;s decision as an unseemly concession to Saudi Arabia in return for billions of dollars in aid, and an unforgivable wound to national pride. Prominent lawyer and veteran rights activist, Khaled Ali, filed a court case against the proposed handover. In a speech on 13 April, Sisi insisted that Egypt had not given up a \u00ab\u00a0grain of sand,\u00a0\u00bb and chastised the public for an apparent lack of faith in the country&rsquo;s leadership, including the intelligence agencies and the military. Protesters set 25 April\u2014 a holiday marking the restoration of Egyptian control over the Sinai Peninsula after years of Israeli occupation \u2014 as a new date for the second wave of protests. The only country that was not surprised was Israel. Israeli Defense Minister Moshe Ya&rsquo;alon confirmed that Israel had agreed to the course of action and had even received a written document, signed by all sides. In addition, Ya&rsquo;alon noted that the Americans had been partners to the negotiations and are also signatories on the agreement. Cette arrestation s&rsquo;est d\u00e9roul\u00e9e \u00e0 Bamako et serait le fruit d&rsquo;une bonne collaboration entre services de renseignements fran\u00e7ais, maliens et ivoiriens.<\/p>\n<p>Le concern\u00e9, Alou Doumbia, serait le logisticien des attaques de Grand-Bassam. Il serait arriv\u00e9 en C\u00f4te d&rsquo;Ivoire environ une semaine avant les attaques et aurait transport\u00e9 avec lui, \u00e0 bord d&rsquo;un v\u00e9hicule qu&rsquo;il conduisait, certains des \u00e9l\u00e9ments ayant ex\u00e9cut\u00e9 l&rsquo;attaque et des armes.
