Sarraj&rsquo;s arrival was secured by Misratan armed groups, especially Al Nawasi and the Tripoli-based Rada&rsquo;a militia.<\/p>\n<p>Nouri Bousahmin, president of the General National Congress (GNC) called on Sarraj to leave Tripoli, and declared a state of emergency. There was sporadic exchange of gunfire between armed groups supporting the GNA and GNC, especially after some of Sarraj&rsquo;s supporters forced Al Nabaa TV off the air. This move reflected very badly on Sarraj&rsquo;s UN-backed GNA, with regard to its respect for freedom of expression. Calm, however, returned to Tripoli, as both Bousahmin and Sarraj called for restraint. A delegation of Misratan traditional and religious leaders also arrived in Tripoli and engaged in talks with Misratan militias to reason with them.<\/p>\n<p>Grand Mufti Saddek al-Ghariani, however, criticised Sarraj&rsquo;s move and called on him to find a solution with the GNC in light of the reservations that both the GNC and Ifta House raised the day after the signing of the Libyan Political Agreement (LPA), in Morocco, in December 2015. The reservations mainly concern: principle 5 of the Governing Principles of the LPA (the commitment to Islamic Sharia as the source of all legislation); article 62 (review of laws and decisions issued from August 2014 until the adoption of LPA); Article 13 of the Additional Provisions section of the LPA (advisory opinion of UN Special Mission in Libya in cases of disagreement among Libyan institutions on interpreting the LPA). There were also reservations pertaining to the definition of terrorism in the Political Agreement and the future of armed groups. Sarraj, his deputy in the Presidential Council Ahmed Maitig and Mohamed Al Amari sought to meet with Sheikh al-Ghariani, but the latter declined the request and told them to discuss with the GNC.<\/p>\n<p>Sarraj has managed to gain support from the Libyan Central Bank, oil terminals&rsquo; protection forces, and several other business and civil society organisations. Contrary to some reports, Sarraj&rsquo;s GNA is still confined to the naval base and have not gained access to the building of the prime minister in Sekka Road, at the time of writing. Despite UN, European Union, and United States support for Sarraj, facts on the ground in Tripoli compel all Libyan rival parties of the conflict to negotiate, regardless of UNSMIL&rsquo;s LPA. Sarraj, Bousahmin, and Aguila Saleh are very aware of the reality on the ground and that the alternative to discourse would be bloodshed and the destruction of Tripoli. Sarraj therefore stated in his speech that national reconciliation and inclusiveness are top priorities of his action plan. He is also mindful that if the GNC was determined to expel him from the Bu-Setta naval base, they would have already done so.<\/p>\n<p>Sarraj&rsquo;s troubles are not limited to the GNC in Tripoli. Sarraj is facing an uphill political battle in eastern Libya. Saleh, president of the House of Representatives (HoR) has called on Sarraj and all GNA ministers to travel to Tobruk, and seek endorsement from the HoR, as stipulated in the LPA. Meanwhile, Saleh met with Khalifa Hafter in Al Merj to agree a way forward. A session of the HoR was scheduled for Monday 04 April, to endorse the GNA, but did not take place because of lack of a quorum. Sarraj fears that once in Tobruk, they would be locked up by Hafter. There are rumours of Hafter&rsquo;s plans to declare a military council in the east.<\/p>\n<p>The latest development in Tripoli was the arrival of Turkish envoy Emrullah Ishler, together with the Turkish ambassador to Libya. Ishler is said to have held talks with Sarraj, Bousahmin, and Sheikh al-Ghariani. The meeting Ishler held on Monday 04 April discredited reports by some western news outlets that Bousahmin and his government had vanished from Tripoli and fled to their hometowns.<\/p>\n<p>Some ambassadors have begun to return to Tripoli. Tunisia and Qatar have re-opened their missions in the western city. On the constitutional drafting process, reports from Oman, where the Constitutional Drafting Assembly (CDA) has been gathering, indicate that consensus has been reached on the issue of the Libyan capital. Reportedly, members agreed for Tripoli to host executive bodies, Benghazi to host legislative bodies, and Sebha, in the south, to host the constitutional court. Al-Sadr steadily increased his pressure on the Prime Minister, Haidar al-Abadi, first issuing deadlines for the creation of a new parliament of &lsquo;technocrats&rsquo; to counter the rampant corruption of party-affiliated figures; and more recently threatening the government with a vote of no confidence. The political standoff between al-Sadr and his supporters, and the Iraqi government led to the resignation of three ministers: oil minister Adel Abdel Mahdi, transport minister Baqer Solagh and youth minister Abdel Hussein Abtan, as well as the reported evacuation of hundreds of Iraqi political figures and members of foreign embassies.<\/p>\n<p>The sit-ins on the outskirts of the Green Zone have clearly demonstrated the extent of popular opposition to the Iraqi government, as well as support for al-Sadr, who presents himself as a non-sectarian populist leader. Some observers suggest that his blend of religion, economic populism and Iraqi nationalism have simply appeared &lsquo;in the right place at the right time,&rsquo; but others point to his credentials as an uncompromising insurgent against the US occupation. According to one source, the first of these recent mass demonstrations \u00ab\u00a0brought an estimated 100,000 Iraqis into the streets of Baghdad; the second, which al-Sadr addressed in person, was thought to be twice that size.\u00a0\u00bb<\/p>\n<p>Following this popular mobilisation, and evidently under huge political pressure, al-Abadi nominated a new political cabinet, and also promised political reforms to combat corruption in the Iraqi government. Al-Sadr responded by asking his supporters to end the Green Zone sit-in, but also encouraged continued Friday peaceful protests throughout Iraq, to \u00ab\u00a0put pressure on lawmakers to vote on the new Cabinet.\u00a0\u00bb The reforms include a reduction in the number of cabinet ministers from the previous 21-member government to 16, all of which are selected by a special committee. Al-Abadi only proposed nominees for 14 ministerial positions, and will not replace the current defence and interior ministers because of the fraught security situation in Iraq; these will apparently be replaced later.<\/p>\n<p>It is not clear that lawmakers will endorse the new cabinet. Several parliamentarians threatened to pull out of the cabinet session if their demands were unmet. According to some observers, the members of parliament are divided along religious and also ethnic lines. One source suggested that most politicians with Sunni identity demanded a complete cabinet reshuffle, whereas parliamentarians with Shi&rsquo;a identity remain divided in their position towards the new government. It similarly stated that Kurdish politicians have insisted that 20% of ministers in the new Cabinet must be Kurdish.<br \/>\nSaad al-Hadithi, the Iraqi government spokesman, has said that all of the names al-Abadi has proposed are new to government. Among these key appointments are prominent politician Ali Allawi, who was named finance minister, and Sharif Ali bin al-Hussein, (a relative of the Iraqi king, who was executed in a coup d&rsquo;\u00e9tat in 1958), who named foreign minister. Those accords \u00ab\u00a0provide for the recognition of abuse inflicted on certain prisoners, as well as the gradual release of some of them,\u00a0\u00bb referring to numerous Moroccan Salafi actors who were arrested under the Anti-Terrorism Law, following the 2003 Casablanca bombings, and many of whom are still incarcerated. The CCDDI and its supporters believe that there has not been enough action to release these detainees. The committee has consistently campaigned for state admission of its legal infractions (arbitrary arrests, abductions, torture), and for a full break with these violations, before releasing detainees as part of a comprehensive amnesty program. Furthermore, some former detainees within the CCDDI sphere are demanding real processes of official recognition and reparations for the perceived injustices they experienced.<\/p>\n<p>Demonstrating in front of the PJD headquarters, the CCDDI supporters targeted several public figures, most notably Mostafa Ramid, Minister for Justice and former president of Karama Human Rights Forum &#8211; a group affiliated with the PJD. Ramid previously acted as legal representative to many Salafi detainees in Morocco, and his appointment to the ministerial post in 2012 raised hopes that real change would be made to the government&rsquo;s erstwhile policies. Demonstrators equally targeted Hassan Khattab, a former detainee who was released in November 2015 (See The Cordoba Update 03-16.11.2015), and Mohamed Fizazi: another former detainee, who has become well-known as \u00ab\u00a0His Majesty&rsquo;s Salafi,\u00a0\u00bb because of his close ties to King Mohamed VI. Both Khattab and Fizaziwere released by royal pardon.<\/p>\n<p><em>Links for more information:<\/em><br \/>\n<a href=\"http:\/\/www.hespress.com\/politique\/300162.html\" target=\"_blank\" rel=\"noopener\">http:\/\/www.hespress.com\/politique\/300162.html<\/a><br \/>\n<a href=\"http:\/\/telquel.ma\/2016\/03\/25\/les-salafistes-manifestent-devant-siege-pjd_1489140\" target=\"_blank\" rel=\"noopener\">http:\/\/telquel.ma\/2016\/03\/25\/les-salafistes-manifestent-devant-siege-pjd_1489140<\/a><br \/>\n<a href=\"http:\/\/www.le360.ma\/fr\/politique\/associations-bisbilles-chez-les-salafistes-66751\" target=\"_blank\" rel=\"noopener\">http:\/\/www.le360.ma\/fr\/politique\/associations-bisbilles-chez-les-salafistes-66751<\/a><\/p>\n<p><strong>Morocco, 29.03.2016: Attempts at dialogue between political parties and protesting trainee teachers.<\/strong><\/p>\n<p>For many months, Morocco has witnessed continuous and coordinated national demonstrations by teacher trainees in various Moroccan cities, and more recently with the engagement of a number of political associations and unions, including the Federation of the Democratic Left, Annahj Adimoqrati, Al Adl Wal Ihsane, and several others. The coordinating body of these student protestors has planned for action every day between 25 March and 14 April 2016, to protest against the ruling Justice and Development Party (PJD) alteration to legislation regulating the job opportunities and living conditions of trainee teachers in the system of public education. The first amendment instated competition between students for teaching posts in public institutions, and the second cut trainees&rsquo; monthly salaries by half.<\/p>\n<p>In an attempt to stem the protests, the government has proposed to take on 7,000 new teachers in September 2016, and a further 3,000 in the following December or January, but has not accepted to withdraw its legislative amendments. The majority of teacher trainees have apparently rejected this proposal.<\/p>\n<p>In response to this mounting tension, Ilyass el-Omari, secretary-general of the Authenticity and Modernity Party (PAM), attended a meeting with members of the national commission for teacher trainees. The secretary-generals of six Moroccan political organisations were invited to this reunion \u2013 the Popular Movement (MP), the Party for Progress and Socialism (PPS), and the National Congregation of Independents (RNI), representing the majority, and PAM, Istiqlal Party and the Socialist Union of Popular Forces (USFP), representing the opposition. Not one representative from these five other groups was reported present at the meeting in Rabat. El-Omari&rsquo;s actions have apparently drawn criticism from the Moroccan Prime Minister, and head of the PJD, Abdelilah Benkirane. On 31 March, the Prime Minister publicly rejected the mediation attempt, not for the first time. Other attempts, for example by civil society actors, have also reportedly been renounced or ignored. Furthermore, recent communications between the PJD&rsquo;s Minister for Economy and Finance, Mohamed Boussaid, and the leadership of PAM and USFP, regarding the potential for accommodating the teacher trainees&rsquo; demands, have been a source of embarrassment for the Benkirane camp.<\/p>\n<p>The ongoing political turmoil between teacher trainees and the PJD government is demonstrative of the political acumen of this sector of Moroccan youth, and their potential for social mobilisation. The teacher trainees have demonstrated innovative approaches to activism, and tenacity in their demands for the government to fulfil its responsibilities. The teacher trainees have also drawn other political and other associations to their cause, and their issues are now being treated at the highest levels of government in that country. En tant que moquerie du premier avril, cette caricature du drapeau national prenait l&rsquo;Etat libanais comme victime. Le journal a recommenc\u00e9 le travail aussit\u00f4t exigeant du gouvernement qu&rsquo;il lui assure la s\u00e9curit\u00e9 de ses employ\u00e9s. La revanche ne s&rsquo;est n\u00e9anmoins pas fait attendre et, dimanche 3 avril, une grande banderole \u00e9tait accroch\u00e9e sur un pont au nord de Beyrouth pr\u00e9sentant une caricature du drapeau national saoudien s&rsquo;attaquant \u00e0 la famille Saoud. Deux ferries (Lesvos et Nezli Jale) transportant des dizaines de migrants, principalement des ressortissants du Bangladesh et du Pakistan, selon une porte-parole de Frontex, sont arriv\u00e9s ce lundi matin dans les ports turcs de Dikili et Cesme. Ces premi\u00e8res d\u00e9portations se font dans le cadre de la mise en \u0153uvre de l&rsquo;Accord conclu entre l&rsquo;Union europ\u00e9enne et la Turquie le 20 mars dernier bas\u00e9 sur un syst\u00e8me \u00ab one for one \u00bb et cette premi\u00e8re vague de renvois concerne, selon l&rsquo;Agence France Presse (AFP), les migrants entr\u00e9s ill\u00e9galement en Gr\u00e8ce apr\u00e8s la date du 20 mars 2016, soit environ 6&rsquo;000 personnes. Pour chaque migrant renvoy\u00e9 de la Gr\u00e8ce vers la Turquie, un r\u00e9fugi\u00e9 syrien sera envoy\u00e9 en Europe pour y trouver asile, dans le cadre d&rsquo;un plan limit\u00e9 \u00e0 72&rsquo;000 places. Les premiers Syriens sont attendus ce lundi en Allemagne. Si les premiers renvois se sont pass\u00e9s dans le calme, une petite manifestation \u00ab pour la libert\u00e9 \u00bb a cependant \u00e9t\u00e9 organis\u00e9e ce lundi par quelques r\u00e9fugi\u00e9s et d\u00e9fenseurs des droits de l&rsquo;homme, afin de lutter contre ces renvois car selon eux \u00ab la Turquie n&rsquo;est pas un pays s\u00fbr \u00bb.<\/p>\n<p>Le quotidien Le Monde a pr\u00e9cis\u00e9 ce lundi matin que \u00ab selon une nouvelle loi r\u00e9organisant l&rsquo;asile en Gr\u00e8ce et vot\u00e9e vendredi 1er avril au Parlement, les migrants susceptibles d&rsquo;\u00eatre renvoy\u00e9s en Turquie sont ceux qui ont soit renonc\u00e9 \u00e0 leur droit de demander l&rsquo;asile en Gr\u00e8ce soit \u00e9t\u00e9 d\u00e9bout\u00e9s de leur demande en premi\u00e8re instance \u00bb. Le Haut-Commissariat aux R\u00e9fugi\u00e9s de l&rsquo;ONU (UNHCR) a aussit\u00f4t mis en doute l&rsquo;applicabilit\u00e9 de cette loi dans les quatre camps d&rsquo;enregistrement des \u00eeles de la mer Eg\u00e9e, des camps qui se sont r\u00e9cemment transform\u00e9s en camp de d\u00e9tention. En effet, toujours selon le journal Le Monde, les nouveaux arrivants \u00ab sont enferm\u00e9s, jusqu&rsquo;\u00e0 ce que le service d&rsquo;asile ait statu\u00e9 sur leur sort. A condition qu&rsquo;ils aient pu d\u00e9poser une demande d&rsquo;asile \u00bb. De plus, les migrants renvoy\u00e9s ont \u00e9t\u00e9 \u00ab menott\u00e9s \u00bb, des menottes qui, selon les autorit\u00e9s grecques, leur auraient \u00e9t\u00e9 retir\u00e9es \u00e0 bord.<\/p>\n<p>Les organisations de d\u00e9fense des droits de l&rsquo;homme et des r\u00e9fugi\u00e9s sont inquiets quant au sort de ceux renvoy\u00e9s en Turquie. Amnesty International a notamment accus\u00e9 la Turquie d&rsquo;avoir ill\u00e9galement renvoy\u00e9 des Syriens dans leur pays d&rsquo;origine, des accusations que le gouvernement turc a rejet\u00e9es. Save the Children a d\u00e9nonc\u00e9 des traitements \u00ab ill\u00e9gaux et d\u00e9gradants \u00bb et a notamment rapport\u00e9 le t\u00e9moignage de certains migrants pr\u00eats \u00e0 se donner la mort s&rsquo;ils devaient retourner en Turquie. De plus, face \u00e0 la fermeture des fronti\u00e8res europ\u00e9ennes, de nouvelles routes de la clandestinit\u00e9 se dessinent en Europe, emprunt\u00e9es par des migrants d\u00e9sesp\u00e9r\u00e9s devant d\u00e8s lors faire face \u00e0 un voyage de plus en plus dangereux et incertain.<\/p>\n<p>Dans le m\u00eame temps, les effectifs pr\u00e9vus pour la mise en \u0153uvre logistique de l&rsquo;Accord peinent \u00e0 \u00eatre mobilis\u00e9s. Selon The Associated Press, l&rsquo;Agence Frontex aurait en effet re\u00e7u moins d&rsquo;un dixi\u00e8me du personnel requis. Les migrants ont \u00e9galement d\u00e9nonc\u00e9 un manque d&rsquo;information vis-\u00e0-vis de la mise en \u0153uvre de l&rsquo;Accord et de ses conditions et la coordination au niveau m\u00eame de la Turquie est limit\u00e9e. L&rsquo;acc\u00e8s \u00e0 la connaissance, \u00e0 la culture et \u00e0 l&rsquo;\u00e9ducation devient donc essentiel afin de construire pour les r\u00e9fugi\u00e9s des perspectives d&rsquo;avenir. Le 23 mars dernier l&rsquo;envoy\u00e9 sp\u00e9cial des Nations Unies pour le Y\u00e9men, Ismail Ould Cheikh Ahmed, a d\u00e9clar\u00e9 en effet que la mise en \u0153uvre de la cessation des hostilit\u00e9s entre le gouvernement et le bloc Houthi\/Saleh est pr\u00e9vue pour le 10 avril, ce qui pr\u00e9c\u00e9dera la semaine de n\u00e9gociation au Kowe\u00eft devant d\u00e9buter le 18 avril prochain. L&rsquo;\u00e9viction du premier ministre et vice-pr\u00e9sident Khaled Bahah par le chef du gouvernement y\u00e9m\u00e9nite dimanche 3 avril a surpris tout le monde, alors que les n\u00e9gociations de paix de la mi-avril s&rsquo;annoncent cruciales.<\/p>\n<p>Malgr\u00e9 certaines avanc\u00e9es, le conflit est toujours extr\u00eamement violent et meurtrier. De nombreux civils sont morts ces derni\u00e8res semaines notamment dans les r\u00e9gions de Taiz, Hajja (119 civils tu\u00e9s par des raids de la coalition dirig\u00e9e par l&rsquo;Arabie saoudite le 15 mars) et Aden (16 civils tu\u00e9s le 4 mars). Les combats contre Al-Qaida dans la P\u00e9ninsule Arabique (AQPA) se poursuivent \u00e9galement dans la r\u00e9gion d&rsquo;Aden o\u00f9 les forces gouvernementales ont repris une partie du district de Mansoura. Des bombardements sur le camp d&rsquo;entrainement d&rsquo;AQPA pr\u00e8s de Mukalla auraient tu\u00e9s 50 combattants. Il avait d\u00e9cid\u00e9 de prendre ses distances, \u00e9tant trop peu convaincu de l&rsquo;orientation qualifi\u00e9e de \u00ab tr\u00e8s violente et sanguinaire de Boko Haram depuis que Abubakar Schikau avait pris les r\u00eanes du mouvement \u00bb. Rest\u00e9 li\u00e9 \u00e0 Al-Qa\u00efda au Maghreb islamique (AQMI), il \u00e9tait l&rsquo;un des doctrinaires de Boko Haram. Il \u00e9tait aussi l&rsquo;un des artisans du rapprochement entre Al Qaida-m\u00e8re, puis de l&rsquo;AQMI avec le mouvement.<\/p>\n<p>Selon l&rsquo;arm\u00e9e nig\u00e9riane, \u00ab les agents de s\u00e9curit\u00e9 ont effectu\u00e9 vendredi une avanc\u00e9e dans la lutte contre le terrorisme en arr\u00eatant Khalid al-Barnawi, le chef du groupe terroriste Ansaru \u00e0 Lokoja \u00bb, capitale de l&rsquo;\u00c9tat de Kogi (centre du Nigeria).<\/p>\n<p>Al-Barnawi, 47 ans, de son vrai nom Usman Umar Abubakar, avait combattu en Afghanistan, puis en Alg\u00e9rie. Il s&rsquo;\u00e9tait impos\u00e9 \u00e0 la t\u00eate du mouvement Ansaru en remplacement de son co-fondateur Abubakar Adam Kambar, lors d&rsquo;un raid militaire en mars 2012 sur sa cachette de Kano (Nord).<br \/>\nSelon le porte-parole de l&rsquo;arm\u00e9e, Al-Barnawi \u00ab \u00e9tait en haut de la liste des terroristes que nous recherchons \u00bb. Il est aussi l&rsquo;un des \u00ab terroristes \u00bb les plus recherch\u00e9s par les \u00c9tats-Unis. \u00ab C&rsquo;est un maillon fort qui faisait le lien entre les groupes islamistes nig\u00e9rians et ceux d&rsquo;Afrique du Nord et du Moyen-Orient \u00bb selon un correspondant de presse accr\u00e9dit\u00e9 au Nig\u00e9ria.<\/p>\n<p>Ces derni\u00e8res ann\u00e9es, Ansaru s&rsquo;\u00e9tait sp\u00e9cialis\u00e9 dans l&rsquo;enl\u00e8vement des Europ\u00e9ens. Pour les autorit\u00e9s maliennes, cela ne signifie pas que la lutte contre le terrorisme est termin\u00e9e ou qu&rsquo;il faut baisser les bras. Cette mesure s\u00e9curitaire avait pour but de faciliter la t\u00e2che aux forces arm\u00e9es et de s\u00e9curit\u00e9 dans leur mission de contr\u00f4le pour traquer les personnes suspect\u00e9es de \u00ab terrorisme \u00bb et de grande criminalit\u00e9.<\/p>\n<p>Au Minist\u00e8re de l&rsquo;Administration territoriale, on explique que ce n&rsquo;est pas parce que la menace terroriste a totalement disparu que l&rsquo;\u00e9tat d&rsquo;urgence n&rsquo;a pas \u00e9t\u00e9 \u00e0 nouveau prorog\u00e9. En fait, l&rsquo;\u00e9tat d&rsquo;urgence, reconduit d\u00e9j\u00e0 une fois en d\u00e9cembre dernier, avait donn\u00e9 aux forces de s\u00e9curit\u00e9 des moyens de droit d&rsquo;intervenir rapidement pour la lutte contre l&rsquo;ins\u00e9curit\u00e9. Le gouvernement malien dit rester vigilant dans la lutte contre le terrorisme et l&rsquo;ins\u00e9curit\u00e9.<\/p>\n<p>Par ailleurs, le Programme alimentaire mondial (PAM) et le Haut-commissariat des Nations unies pour les r\u00e9fugi\u00e9s (UNHCR) ont annonc\u00e9 cette semaine, dans un communiqu\u00e9 commun, que 31&rsquo;000 r\u00e9fugi\u00e9s maliens install\u00e9s dans des camps dans le nord du Burkina Faso pourraient \u00eatre priv\u00e9s d&rsquo;assistance alimentaire durant les trois prochains mois, si une aide d&rsquo;urgence n&rsquo;\u00e9tait pas rapidement mobilis\u00e9e. Les deux agences de l&rsquo;ONU expliquent l&rsquo;urgence de la situation par l&rsquo;approche de la p\u00e9riode de soudure, qui s&rsquo;\u00e9tend en g\u00e9n\u00e9ral de juin \u00e0 septembre.
