Cette position pourrait \u00eatre une des raisons qui a pouss\u00e9 cette derni\u00e8re \u00e0 pr\u00e9senter il y a quelques mois une proposition appelant \u00e0 mettre en place un cadre juridique qui assurera la cr\u00e9dibilit\u00e9 et l&rsquo;int\u00e9grit\u00e9 des sondages relatif aux r\u00e9f\u00e9rendums et aux \u00e9lections au Maroc.<\/p>\n<p><a href=\"http:\/\/www.hespress.com\/politique\/252447.html\" target=\"_blank\" rel=\"noopener\">http:\/\/www.hespress.com\/politique\/252447.html<\/a><\/p>\n<p><strong>2) LIBYA<\/strong><\/p>\n<p><strong><strong>\u00bb <\/strong>14-18.01.2015: UNAMSIL&rsquo;s Libyan Dialogue: Tripoli-Geneva via Istanbul and Back?<\/strong><\/p>\n<p>The first round of a Libyan dialogue kicked off last Wednesday, 12 January, under the auspices of Bernardino Leon&rsquo;s UNAMSIL. After a round of two days of talks, Leon understood that this new initiative would see the same unfruitful fate as the Ghedames Dialogue, which took place last November, if the NGC&rsquo;s Al-Hassi government in Tripoli continued to boycott it. Such stand was made very clear in the language of the UNAMSIL&rsquo;s press that followed last week&rsquo;s round of talks. The other significant evolution in Leon&rsquo;s relations with the Tripoli-based government was that for the first time Libya Dawn forces were mentioned in UNMSIL&rsquo;s communique as a party that could take part in the dialogue process. By indicating that the consultations, which preceded the first round, were not comprehensive and that those invited to Geneva were not full representative of those running matters in Tripoli, Leon sent a clear signal to Al Hassi government and the GNC that he was ready to engage a serious dialogue. Things moved fast on Friday and Saturday during a confidential meeting which took place in Istanbul, between ministers from Al Hassi government and Nouri Bousehmine, speaker of the GNC, on one hand, and Leon on the other hand. It was a race against the watch to convince the GNC to vote in favour of joining the next round of the dialogue. It is now known that Leon agreed in principle to the conditions set by the GNC, i.e., holding the dialogue talks in Libya and reviewing representation at the negotiation table, in addition to clarifying the dialogue process. On Sunday, the GNC convened with around 110 MPs who voted in favour of joining the dialogue if it resumed in Libya. The same day, UNAMSIL welcomed the GNC&rsquo;s decision and announced that, \u00ab\u00a0all participants in the dialogue agree that the priority should be, if the logistical and security conditions are met, to hold the talks in Libya.\u00a0\u00bb A precarious ceasefire is holding since late last week, despite reports of clashes in the Sirte gulf. Meanwhile, a car parked near the Algerian embassy in Tripoli, exploded over the weekend. Analysts consider that the Algerian embassy was targeted because of the Algerian government&rsquo;s determined opposition to any military intervention in Libya. Algeria&rsquo;s position for an inclusive political dialogue in Libya as the only solution for the conflict seems to have reconciled the country with the leadership in Libya and large segments of the Libyan public opinion. Mohamed Shaiter, minister of interior in Al Hassi government, announced at the scene of the explosion that the \u00ab\u00a0criminal act\u00a0\u00bb was perpetrated by those disturbed by \u00ab\u00a0the good relations between the [Tripoli] National Salivation Government and Algeria and its positive position towards the Libyan people affairs.\u00a0\u00bb It is unlikely that the Tobruk-House of Representatives would insist on holding the next round in Geneva. Les \u00e9v\u00e9nements se sont en effet acc\u00e9l\u00e9r\u00e9s depuis l&rsquo;enl\u00e8vement du chef du cabinet pr\u00e9sidentiel, Ahmed Awad bin Mubarak, par des Houthis samedi dernier. Cet enl\u00e8vement a eu lieu le lendemain de l&rsquo;annonce de la d\u00e9mission de l&rsquo;un des conseillers pr\u00e9sidentiels Houthis, Saleh al-Sammad. Celui-ci a justifi\u00e9 sa d\u00e9mission par le fait qu&rsquo;il voyait que ses conseils n&rsquo;\u00e9taient pas \u00e9cout\u00e9s dans ses efforts pour r\u00e9concilier les Houthis et le gouvernement. Le comit\u00e9 populaire du groupe Houthi a officiellement revendiqu\u00e9 l&rsquo;enl\u00e8vement, le consid\u00e9rant comme une \u00e9tape importante pour \u00e9viter que le projet de la nouvelle constitution ne passe, projet que le groupe rejette. Dans la m\u00eame d\u00e9claration, il s&rsquo;est dit engag\u00e9 \u00e0 effectuer une s\u00e9rie de proc\u00e9dures sp\u00e9ciales, jusqu&rsquo;\u00e0 ce que les forces qu&rsquo;il d\u00e9crit comme influentes, tyranniques et corrompues mettent fin \u00e0 leurs pratiques criminelles contre le peuple. Le comit\u00e9 a \u00e9galement adress\u00e9 un message tr\u00e8s ferme au pr\u00e9sident, le mettant en garde de continuer \u00e0 servir d&rsquo;ombrelle \u00e0 la corruption et \u00e0 la criminalit\u00e9.<\/p>\n<p>Suite \u00e0 cet enl\u00e8vement, les tribus de la province de Shabwa, riche en p\u00e9trole et dont Bin Mubarak est originaire, ont menac\u00e9 ce week-end de stopper la livraison de p\u00e9trole et de gaz par la force.<br \/>\nSamedi, le pr\u00e9sident Hadi a suscit\u00e9 l&rsquo;\u00e9tonnement parmi la plupart des composantes politiques et des forces populaires lors de sa d\u00e9claration devant l&rsquo;Autorit\u00e9 nationale pour le suivi de la mise en \u0153uvre des r\u00e9sultats de la Conf\u00e9rence nationale du Dialogue en disant que la crise de 2011 a conduit le pays \u00e0 une v\u00e9ritable catastrophe qui pourrait an\u00e9antir la s\u00e9curit\u00e9, la stabilit\u00e9 et l&rsquo;unit\u00e9 du pays.<\/p>\n<p>Face \u00e0 ces \u00e9v\u00e9nements, un membre du comit\u00e9 g\u00e9n\u00e9ral du Congr\u00e8s g\u00e9n\u00e9ral du peuple, parti de l&rsquo;ancien pr\u00e9sident Saleh, a demand\u00e9 au pr\u00e9sident Hadi dans une interview \u00e0 la cha\u00eene t\u00e9l\u00e9vis\u00e9e y\u00e9m\u00e9nite al-Saeedah de quitter Sanaa.<\/p>\n<p>Lundi en fin d&rsquo;apr\u00e8s-midi, un deuxi\u00e8me accord de cessez-le-feu a \u00e9t\u00e9 conclu entre les militants Houthis et la garde pr\u00e9sidentielle. Cet accord demeure fragile dans un contexte o\u00f9 le premier accord n&rsquo;avait pas \u00e9t\u00e9 mis en \u0153uvre. Aujourd&rsquo;hui mardi, il semblerait que le cessez-le-feu soit toujours en vigueur tandis que les militants Houthis ont impos\u00e9 un si\u00e8ge autour de la r\u00e9sidence du premier ministre, Khaled Bahah. Cet appel pourrait faire allusion \u00e0 la possibilit\u00e9 d&rsquo;un rapprochement avec l&rsquo;ancien pr\u00e9sident Ali Abdullah Saleh, pr\u00e9sident du parti influent du Congr\u00e8s g\u00e9n\u00e9ral du peuple. Ce parti a, \u00e0 son tour, accueilli cette invitation comme \u00ab\u00a0une \u00e9tape positive, bien que tardive \u00ab\u00a0. This incident followed the attack of T\u00e9n\u00e8nkou, in the Mopti region, on January 16 by unidentified armed groups. At least two Malian soldiers have been killed. It seems that these acts of violence, which used to take place mainly in the North, are now expanding in the central part of the country.<\/p>\n<p>Pacific demonstrations organized by the Malian Haut Conseil Islamique have taken place in Mali last Friday to protest against the caricatures of the Prophet. The spokesperson of the Haut Conseil Islamique, Imam Dicko, praised all support to France but declared that if such harmful and degrading behaviors continued Mali could dissociate itself from France. Nevertheless, he pointed out that Malian people were not in disagreement with the participation of their President in the January 11 demonstration. Biram and seven of his colleagues were arrested last November, when leading a protest to demand fairer treatment of Haratine (descendants of former slaves) peasants. Biram, who came second in the last April presidential elections, was charged of spreading racist propaganda and disrespect to the state. Several political parties and NGOs criticized the ruling, and the security forces used tear gas to disperse a protest in Rosso. Three days after the ruling, President Ould Abdelaziz announced a government reshuffle where four ministers left the government and five others were assigned new portfolios. It is interesting to note that Mint Soueina, former Minister of Culture, was designated Minister of Foreign Affairs. Soueina is from the Maalmine (Blacksmiths) social class, which is stigmatised in the Mauritanian society. Twenty hostages have been fired soon after the attack. This assault happened while Chad had started to deploy its troops in Cameroon to fight against Boko Haram and recapture the city of Baga. Its convoy, which comprises 400 vehicles and combat helicopters, has been established in Maltam, at the border of Chad.<\/p>\n<p><strong>Niger:<\/strong><\/p>\n<p><strong><strong><strong>\u00bb <\/strong><\/strong>17.01.2015 Violence Erupts in Niger after the Release of the Caricature of the Prophet<\/strong><\/p>\n<p>Demonstrations in Niger against the caricatures of the Prophet have seen last Saturday an upsurge of violence that led to the arson of 45 churches in Niamey and the death of around ten persons. Other buildings that belong to non-Muslims or French nationals have also been destroyed. In Zinder, 255 Christians are under military protection. These demonstrations are perceived by some analysts as a sign of protest against the President of Niger, Mahamadou Issoufou. The latter had participated in the 11 January demonstrations in Paris and had declared that \u00ab\u00a0Nous sommes tous Charlie\u00a0\u00bb, which provoked a wave of anger in the country. On Sunday, another demonstration took place in Niamey that was organized by the opposition but prohibited by the government.
