The domestic political power struggle focused last week on winning the loyalty of the governor of Libya&rsquo;s Central Bank, Seddik Omar Kabir. After the latter upheld his neutrality and halted the transfer of 80 million dollars, by his deputy, to Tobruk while he was away, the Tobruk parliament sacked Kabir and ordered an investigation by the prosecutor. The Tobruk decision is, however, without any impact given the fact that Tripoli and most of Libyan towns are under the control of the pro-GNC and Libya Dawn forces in Tripoli. Militarily, the Libya Dawn forces have managed over the weekend to take control of the neighbourhood around the military base near the Benina airport in Benghazi. It appears that the Libya Dawn forces in Benghazi are adopting the same tactics that won them the Battle of the Tripoli Airport, a month ago or so. Nevertheless, as long as the pro-Hafter forces control the Rajma military base, which overlooks Benghazi airport around 30 km away to the east, it would be difficult of the Dawn Libya forces to retain Benina airport if they manage to capture it. A decisive battle to control the Rajma military base is, therefore, looming. Tobruk and pro-Hafter forces could rely on air support from nearby Egypt. Observers suspect that the air strike against Ghariyan, a pro- GNC town, was undertaken by Egyptian and or Emirati air forces using the airstrip in Zintan. Ghariyan has played a key role in cutting the supply line of the Qaaqaa and Sawaiq militia during the Tripoli airport battle and the ongoing battles in Warshfana, west of Tripoli. On the diplomatic front, there is frenetic activity to reach a peaceful outcome to the current crisis in Libya. On one hand there is an elected parliament in Tobruk brandishing the legitimacy card and the war on terror internationally; and on the other hand, the GNC government in Tripoli flexing its muscles and the facts on the ground. Despite the weekend visit of the French minister of defence to Algiers to gather support for a military intervention in Libya, and rumours of logistics preparations at a French military airport in Ouzou, in Chad along the Libyan border it seems that Algiers is against a military solution. Italy, Malta, and Spain are busy trying to find a compromise between Tripoli and Tobruk. In the meantime, the Al Hassi government is trying to mend relations with the important Warfella tribe, in Bani Walid, in order to convince them to stay neutral and not join Tobruk.<\/p>\n<p><a href=\"http:\/\/www.libyaherald.com\/2014\/09\/15\/warplane-destroys-ghariyan-ammo-dump\/#axzz3DTxThkDv\" target=\"_blank\" rel=\"noopener\">http:\/\/www.libyaherald.com\/2014\/09\/15\/warplane-destroys-ghariyan-ammo-dump\/#axzz3DTxThkDv<\/a><\/p>\n<p><strong>2) TUNISIA<\/strong><\/p>\n<p><strong><strong>\u00bb <\/strong>15.09.2014: Damage Control inside Nidaa Tounes<\/strong><\/p>\n<p>The decision of Beji Caid Sebesi to run for president seems to have brought rivalries within Nidaa Tounes into the open, and on Sunday night Tunisians were given a taste of electoral campaign scandals. The revelations, however, did not come from the opposition, but rather from dissenting voices in the leadership of Nidaa Tounes itself. In Sunday evening&rsquo;s popular political show \u00ab\u00a0For who Dares Only\u00a0\u00bb, Omar Sahbou, a leading figure of Nidaa Tounes, stated that he had obtained confidential information from Caid Sebesi&rsquo;s doctors and members of family that \u00ab\u00a0they fear for Sebesi&rsquo;s health and that he would not be fit to attend to duties the presidential post requires during a 5-year term.\u00a0\u00bb Omar Sahbou&rsquo;s statements triggered strong mixed reactions and dominated the news agenda this Monday. The party&rsquo;s reaction has been swift and radical. Nidaa Tounes issued a communique in which it deplored Sahbou&rsquo;s lack of discipline and expelled him from the party, together with Noureddine Ticha, another leading figure, who had expressed support for a rival candidate in protest of Caid Sebesi&rsquo;s candidacy. Not far from Nidaa Tounes, the Destourian, former Ben Ali RCD party, is in total chaos, now that three former figures have announced their presidential candidacy, respectively Kamel Morjane (Al-Moubadara), Abderrahim Zouari (Mouvement destourien), and Mondher Zenaidi who left for Paris in 2011 and returned over the weekend.<\/p>\n<p><a href=\"http:\/\/www.kapitalis.com\/politique\/24641-tunisie-politique-la-famille-destourienne-au-bord-de-l-implosion.html?device=xhtml\"><\/a><a href=\"http:\/\/www.youtube.com\/watch?v=1MiIIJ6i-UE\" target=\"_blank\" rel=\"noopener\">http:\/\/www.youtube.com\/watch?v=1MiIIJ6i-UE<\/a><br \/>\n<a href=\"http:\/\/www.kapitalis.com\/politique\/24641-tunisie-politique-la-famille-destourienne-au-bord-de-l-implosion.html?device=xhtml\" target=\"_blank\" rel=\"noopener\">http:\/\/www.kapitalis.com\/politique\/24641<\/a><\/p>\n<p><strong>3) EGYPT<\/strong><\/p>\n<p><strong><strong><strong>\u00bb <\/strong><\/strong>15\/09\/2014: Le d\u00e9part des dirigeants des Fr\u00e8res Musulmans du Qatar<\/strong><\/p>\n<p>Des nouvelles contradictoires ont eu lieu \u00e0 propos de la demande de la part du Qatar aux 7 dirigeants des Fr\u00e8res Musulmans et aux personnalit\u00e9s proches de ces derniers de quitter le pays. A savoir, Mahmoud Hussein, le secr\u00e9taire g\u00e9n\u00e9ral des Fr\u00e8res Musulmans, Amro Daraj et Hamza Zawbaa, membres du bureau ex\u00e9cutif du parti Libert\u00e9 et Justice, Achraf Badr Eddine, membre de la Commission supr\u00eame pour la Libert\u00e9 et la Justice, et Jamal Abd Essatar, ancien sous-secr\u00e9taire du minist\u00e8re \u00e9gyptien des Awkaf et un des chef des Fr\u00e8res, ainsi que deux autres personnalit\u00e9s proches des Fr\u00e8res, \u00e0 savoir, Essam Talimh et Wajdi Ghoneim. Il est \u00e0 noter que le ministre des affaires \u00e9trang\u00e8res qatari avait ni\u00e9 cela. Toutefois, certains observateurs d\u00e9clarent que m\u00eame si le Qatar n&rsquo;a pas demand\u00e9 leur d\u00e9part officiellement, cela ne laisse aucun doute qu&rsquo;une pression est exerc\u00e9e de la part de l&rsquo;Arabie Saoudite et des pays du Golf, et que afin d&rsquo;absorber cette pression le Qatar avait demand\u00e9 indirectement aux dirigeants des Fr\u00e8res de quitter le pays.<\/p>\n<p>Certains islamistes avaient pr\u00e9f\u00e9r\u00e9 de quitter le territoire qatarien pour \u00e9pargner l&#8217;embarras politique au Qatar surtout que ce dernier avait soutenu auparavant les Fr\u00e8res. En revanche, certains analystes estiment que cette d\u00e9marche n&rsquo;est qu&rsquo;une tactique du Qatar en vue de se soustraire \u00e0 ses obligations vis-\u00e0-vis l&rsquo;accord de r\u00e9conciliation du Golf en retirant son soutien aux Fr\u00e8res.<\/p>\n<p><a href=\"http:\/\/edition.cnn.com\/2014\/09\/14\/world\/meast\/muslim-brotherhood-qatar\/\" target=\"_blank\" rel=\"noopener\">http:\/\/edition.cnn.com\/2014\/09\/14\/world\/meast\/muslim-brotherhood-qatar\/<\/a><\/p>\n<p><strong>4) YEMEN<\/strong><\/p>\n<p><strong><strong><strong>\u00bb <\/strong><\/strong>15\/09\/2014: L&rsquo;aggravement des manifestations des Houthi<\/strong><\/p>\n<p>Il y a quelques semaines des groupes Houthi ont commenc\u00e9 des sit-in dans des camps qu&rsquo;ils avaient mis en place \u00e0 l&rsquo;entr\u00e9e de la capitale yamanite Sanaa en vue de manifester pacifiquement comme ils d\u00e9clarent, pour faire tomber \u00ab Aljaraa \u00bb qui est le processus de lever la subvention gouvernementale pour les produits d\u00e9riv\u00e9s du p\u00e9trole, qui avait \u00e9t\u00e9 approuv\u00e9 par le gouvernement de r\u00e9conciliation nationale.<br \/>\nLa premi\u00e8re condition exig\u00e9e par le groupe Houthi \u00e9tait de lever cette \u00ab Aljaraa \u00bb, ainsi que de changer l&rsquo;actuel gouvernement et d&rsquo;organiser des nouvelles \u00e9lections. Suite \u00e0 cela, le gouvernement yamanite avait envoy\u00e9 ses repr\u00e9sentants \u00e0 la ville de Sanaa pour n\u00e9gocier avec le leader du groupe, Abd Al-Malek Al-Houthi. Cependant, ceci s&rsquo;est termin\u00e9 par un \u00e9chec, tandis que les Houthi continuaient leurs protestations jusqu&rsquo;\u00e0 ce qu&rsquo;ils sont arriv\u00e9s \u00e0 la capitale, o\u00f9 ils avaient mis en place des camps devant plusieurs minist\u00e8res, notamment le minist\u00e8re de l&rsquo;int\u00e9rieure.<\/p>\n<p>Le gouvernement \u00e0 son tour mena\u00e7ait de prendre des mesures de s\u00e9curit\u00e9 s\u00e9v\u00e8res contre toute personne qui menace l&rsquo;ordre public. Les Houthis essayaient d&rsquo;entrer au si\u00e8ge du gouvernement, mais la police les arr\u00eatait de force, ce qui engendrait des morts des deux c\u00f4t\u00e9s.<\/p>\n<p>De surplus, des affrontements arm\u00e9s violents ont eu lieu dans la zone Haziz, qui repr\u00e9sente une des sorties sud de la capitale o\u00f9 les Houthis campaient voire occupaient mardi le 10 septembre une \u00e9cole. Ils ont attaqu\u00e9 \u00e9galement un camp de l&rsquo;arm\u00e9e yamanite, ce qui a d\u00e9clench\u00e9 une bataille f\u00e9roce, qui touchait des civiles. Parmi ces victimes civiles l&rsquo;ing\u00e9nieur Yahya Al Ameri, dans la maison duquel des Houthis arm\u00e9s voulaient s&rsquo;introduire pour l&rsquo;utiliser comme une caserne militaire afin d&rsquo;attaquer l&rsquo;arm\u00e9e.<\/p>\n<p>Certains observateurs s&rsquo;interrogent et remettent en cause les manifestations pacifiques du groupe Houthi. Aussi, de nombreux rapports m\u00e9diatiques indiquent que les manifestants \u00e0 Sanaa \u00e9taient arm\u00e9s, ainsi que le leader du groupe Abdulmalik al-Houthi mena\u00e7aient d&rsquo;une intensification en disant dans son discours que toutes les options sont ouvertes.<\/p>\n<p>Certains analystes disent que les exigences du Houthi de r\u00e9duire \u00ab Aljaraa \u00bb, et de changer le gouvernement, n&rsquo;est qu&rsquo;un chatouillement des sentiments du peuple afin d&rsquo;acc\u00e9der au pouvoir par la force, sinon pourquoi ne pas remettre ses armes \u00e0 l&rsquo;Etat yamanite et constituer un parti politique.<\/p>\n<p>D&rsquo;autre part, des manifestations ont eu lieu sous le slogan de l&rsquo;alignement national, et la protection des acquis de la r\u00e9volution, qui rassemblait des centaines de milliers de citoyens en rejetant la menace \u00e0 la paix sociale au Y\u00e9men caus\u00e9e par le groupe Houthi.<\/p>\n<p>Il est \u00e0 noter que les dix pays qui sponsorisent l&rsquo;accord du Golf ont envoy\u00e9 \u00e0 leur tour un message au chef du groupe, lui demandant de mettre fin \u00e0 l&rsquo;exercice de force. De m\u00eame, le Conseil de S\u00e9curit\u00e9 des Nations-Unis avait mis le nom du leader du groupe Houthi Abdulmalik al-Houthi et le nom d&rsquo;Abu Ali sur la liste des personnes qui repr\u00e9sentent un obstacle pour le r\u00e8glement pacifique au Y\u00e9men.<\/p>\n<p><a href=\"http:\/\/www.yementimes.com\/en\/1816\/news\/4331\/The-Houthis-and-government-in-talks.htm\" target=\"_blank\" rel=\"noopener\">http:\/\/www.yementimes.com\/en\/1816\/news\/4331\/The-Houthis-and-government-in-talks.htm<\/a><\/p>\n<p><strong>5) MAURITANIA<\/strong><\/p>\n<p><strong><strong><strong>\u00bb <\/strong><\/strong>11.09.2014: Government&rsquo;s Decision to Change Weekend Causes Dismay<\/strong><\/p>\n<p>The government&rsquo;s decision to abandon the Friday and Saturday weekend to Saturday and Sunday provoked strong reaction from the opposition and Imams. The government argued that economic factors dictated the decision to align Mauritania with the almost universal weekend. The opposition however deplored a unilateral decision taken without public debate or consultation. The new law stipulates working 9 hours a day from Monday to Thursday and four hours on Friday. The labour union argued that a 9-hour day of work is contrary to labour legislation and workers&rsquo; rights, whilst many Imams criticised the decision during last Friday Prayer sermons.<\/p>\n<p><a href=\"http:\/\/ani.mr\/?q=node\/503\"><\/a><a href=\"http:\/\/ani.mr\/fr\/node\/79\" target=\"_blank\" rel=\"noopener\">http:\/\/ani.mr\/fr\/node\/79<\/a><br \/>\n<a href=\"http:\/\/ani.mr\/?q=node\/503\" target=\"_blank\" rel=\"noopener\">http:\/\/ani.mr\/?q=node\/503<\/a><\/p>\n<p><strong>6) MALI<\/strong><\/p>\n<p><strong><strong><strong>\u00bb <\/strong><\/strong>12.09.2014: Azawad Movements Unite in Algiers and Agree to Federal Project<\/strong><\/p>\n<p>The six main armed Azawad movements (MNLA, HCUA, MAA dissident, MAA, CPA, and CM-FPR) represented at the inter-Malian dialogue in Algiers decided over the weekend to sign a memorandum of understanding to speak with a single voice at the upcoming round of negotiations.
