Many estimate the figure is significantly higher. &#8220;It has been said that the military&#8217;s economy is worth 20 or even 50 per cent of the economy. I wish. We have nothing to hide; the military accounts for between 1.5 to 2 per cent of the economy,&#8221; Sisi said, adding that the military paid taxes on all projects and that they were subject to regulations and auditing. &#8220;We would love for it to be 50 per cent.&#8221;<\/p>\n<p>According to the Financial Times, &#8220;Egypt&#8217;s social, economic and political problems today are deeper than those that sparked the 2011 uprising against Hosni Mubarak, the former president.&#8221; It added that Sisi has relied on the army to manage national projects that he sees as morale boosters, such as the expansion of the Suez Canal and the building of a new capital city &mdash; neither of which the business community finds necessary. The army, which has long owned some businesses, is expanding its footprint with a new law allowing it to partner local and foreign companies. New military-owned factories have sprung up over the past two years, including in the cement and steel sectors. The FT concluded that &#8220;the military&#8217;s economic interventions are one manifestation of the broader return of the security state that many Egyptians had thought was gone after the 2011 revolution,&#8221; adding that the political space that even under the Mubarak regime allowed some freedom of expression has been firmly shut, and prisons are teeming with detainees. Since the Tahrir Square popular revolt of 2011 control has only tightened over civil society and the social and economic problems have worsened, says FT deputy editor Roula Khalaf. But Sisi remains confident of his power to save Egypt from catastrophe, now that he has defeated the Muslim Brotherhood. He believes that the &#8220;great Egyptian nation&#8221; has a boundless capacity for &#8220;understanding and sacrifice&#8221;.<\/p>\n<p>In an interview at the presidential palace in Cairo, Sisi tells the FT that he is &#8220;very optimistic&#8221; about Mr Trump&#8217;s election. &#8220;President-elect Trump is tackling terrorism with more resolve and seriousness and that&#8217;s exactly what&#8217;s needed now,&#8221; he says. Co-operation between Moscow and Washington, he adds, would be a boon for stability in a conflict-ridden Middle East.<\/p>\n<p>Finally, Cairo&#8217;s court for urgent matters ruled on Monday that decisions on banning and freezing the assets of the Tamarod movement do not fall within the court&#8217;s jurisdiction. However, in late December, two Iraqi political blocs, representing religious communities &#8211; including the Sunni Iraqi Forces Coalition (IFC) and Shia National Iraqi Alliance (NIA) &#8211; announced a preliminary political settlement for overcoming past political errors in Iraq. The deal details a new Iraqi future, following the expected removal of the so-called &#8220;Islamic State&#8221; group. The meetings between the IFC and NIA called for initiatives &#8220;that will build hope among political factions&#8230;&#8221; that &#8220;include the return of displaced persons to their cities, restoration of land to residents once it is taken back from Islamic State forces and release of those innocently imprisoned&#8230;&#8221; The Iraqi Speaker of Parliament and member of the IFC, Salim al-Jabouri, said that these recent meetings between political factions have stressed the &#8220;importance of abandoning a winner-takes-all mentality,&#8221; with a recognition &#8220;that compromise and cooperation [are] necessary moving forward in their attempt to build a strong state.&#8221; Sources report that this deal, which is called the &#8216;Historical Settlement,&#8217; has been rejected by some Sunni leaders, primarily over controversial laws on de-Baathification and the Popular Mobilization Units, and because Sunni parliamentarians want the amnesty law strengthened. The neighbouring Kingdom of Jordan has played an important role in facilitating and mediating meetings between the Iraqi political blocs.<\/p>\n<p>Although the talks between the IFC and NIA blocs seem promising, many commentators and observers are wary of Iraqi political machinations where, ultimately, politics made in the fortified Green Zone have little to no positive impact on the lives of the majority of the Iraqi population. In reality, Iraq&#8217;s populace has witnessed extreme levels of violence in the past decade, much of which has manifested in representative violence, in the form of targeted sectarian killings and ethnic cleansing. The majority of the victims of these crimes have been civilians, resulting in mass displacement within and across the nation&#8217;s borders.<\/p>\n<p>Some local commentators, however, anticipate that provincial politics will become increasingly important in Iraq in 2017. New legislation has granted provincial councils in Iraq greater power to make security, financial and political decisions and the nation is transforming incrementally towards a decentralized system. According to one Iraqi journalist, competition for power in Iraq&#8217;s provincial councils will only increase in the future, sowing new divisions within and between the diverse religious populations of the country. In the Shia political camp, notably, the bloc of Nouri al-Maliki and Prime Minister Haider al-Abadi is increasingly challenged by Ammar al-Hakim and Muqtada al-Sadr. While provincial elections were slated to be held in early 2017, they have been postponed until 2018 for security and humanitarian reasons, and will coincide with the nation&#8217;s federal elections, also to be held next year.<\/p>\n<p>Furthermore, Iraq&#8217;s prominent Sunni politician and Vice-President, Osama al-Nujaifi, has announced that Sunni politicians in the central government are seeking to further implement laws on self-government in Iraq, by which Iraqi Sunnis and other minority groups will govern their areas and preserve their culture and economic interests, within a united country. The Obama Administration is scrapping the dormant National Security Entry-Exit Registration System (Nseers) that logs and monitors people who enter the US from countries with active terrorist groups. Obama suspended the program in 2011 &mdash; after years of complaints by civil rights groups that the program targeted Muslims and wasn&#8217;t effective in preventing terrorism.<\/p>\n<p>Following his shock election victory on 8 November, Trump&#8217;s team announced he was also considering imposing a &#8220;registry&#8221; of Muslim immigrants already in the US. Kris Kobach, the Kansas Secretary of State who is an adviser to Trump and has been tipped for a job in the incoming administration, suggested these policies could be enacted by bringing back the Nseers system the Obama team are now scrapping.<\/p>\n<p>Trump seemed to suggest that the deadly truck attack on a Christmas market in Berlin vindicated his proposal during the presidential campaign to bar Muslims from entering the United States. He said, &#8220;All along, I&#8217;ve been proven to be right. One hundred percent correct.&#8221;<\/p>\n<p>The New York Times wrote on &#8220;How would Trump&#8217;s proposed barring Muslims work?&#8221; The US does not screen for religion upon entry, but one way could be to create a list of countries that would be subject to such a ban, perhaps by focusing on those with large numbers of Muslims. If a ban, for example, included immigration by people from Muslim-majority countries, more than one million people from at least 46 countries would be prevented from entering the United States annually as legal permanent residents or temporary immigrants, such as students, guest workers, diplomats or tourists.<\/p>\n<p>Meanwhile, Newt Gringrich has admitted that Trump does not yet have a plan to defeat ISIS &#8211; despite the President-elect boasting that he would defeat the terror group &#8220;very, very quickly&#8221;. The former Republican House Speaker, who informally advises Trump, said he did &#8220;not think they had a strategy&#8221; but was confident that &#8220;they know, which is important, is that they are gonna need a strategy.&#8221; Gingrich also said in an interview with &#8220;Sunday Morning Futures&#8221; on Fox Business &#8220;I think in the opening couple days, he&#8217;s going to repeal 60 to 70 percent of Obama&#8217;s legacy by simply vetoing out all of the various executive orders that Obama used because he couldn&#8217;t get anything through Congress.&#8221;<\/p>\n<p>Finally, according to the New York Times, until now, the term &#8220;fake news&#8221; had been widely understood to refer to fabricated news accounts that are meant to spread virally online. But conservative cable and radio personalities, top Republicans and even Mr. Trump himself, incredulous about suggestions that fake stories may have helped swing the election, have appropriated the term and turned it against any news they see as hostile to their agenda. One of them, who spent 11 months in a local prison without standing trial, describes the conditions as &#8220;ideal for recruiting and indoctrinating young Islamists by extremists.&#8221; The other recalls an 18-year-old man who was recruited by extremists while he was in prison for illegally protesting against the regime and eventually stopped meeting his parents during prison visits, calling them &#8220;infidels.&#8221;<\/p>\n<p>Al-Anani noted that, &#8220;although political and social scientists have extensively debated the causality between state repression and radicalization, there is ample evidence that the two are correlated in the cases of Algeria, Chechnya, Egypt, and Libya. In some cases, such as China, Kazakhstan, and Iraq under Saddam Hussein, scholars have found that severe repression can reduce dissension and rebellion. In others, such as Egypt, it provokes radical and violent behavior.&#8221;<\/p>\n<p>The author asserts that &#8220;Sisi&#8217;s unprecedented repression of peaceful and nonviolent opposition has created a fertile environment for extremists and radical ideologies,&#8221; noting that most of the attacks since Sisi took power have been carried out by Wilayat Sinai, ISIS&#8217; Egyptian offshoot, however, &#8220;Other disenchanted Islamists have formed their own insurgency groups and networks that target government officials, institutions, and supporters.&#8221; He added, &#8220;Unlike Wilayat Sinai, whose extremist ideology many Islamists in Egypt reject and condemn, these new, low-scale insurgency networks are driven primarily by political grievances. Their supporters within Islamist circles view them as vanguards against the regime, and many young Islamists cheer their operations against government security forces. These groups tend to draw support and recruit new members from those who are repressed by Sisi&#8217;s regime.&#8221;<\/p>\n<p>Al-Anani mentioned a report published last April by the privately owned Al-Shorouk newspaper, saying the notorious Egyptian prison of Tora has become &#8220;a governmental center for recruiting Islamists into Daesh [ISIS].&#8221; Security forces and the prison&#8217;s administration not only are aware of the problem but also facilitate it by allowing mingling and interaction between extremists and newcomers. According to one of the interviewees, this tactic helps the regime to portray all prisoners as &#8220;terrorists&#8221; and justify their imprisonment.<\/p>\n<p>He concluded that &#8220;Sisi&#8217;s fight against terrorism thus fuels more terrorism while also playing into his extremist opponents&#8217; narrative that the regime encourages radicalism in order to justify its repressive policies. He added that &#8220;It is impossible to deny that radicalization has become a bigger problem in Egypt since the coup of 2013, and it would be naive to expect the problem to go away without addressing the Sisi regime&#8217;s role in it. Selon le Commissaire &agrave; la paix et &agrave; la s&eacute;curit&eacute; de l&#8217;Union africaine, Sma&iuml;l Chergui, un certain nombre de combattants arm&eacute;s en provenance du Y&eacute;men sont d&eacute;j&agrave; arriv&eacute;s en Somalie et de nombreux autres &eacute;trangers en d&eacute;route d&eacute;sertent massivement les rangs de Daech en Syrie et en Irak pour regagner leurs pays d&#8217;origine.<\/p>\n<p>Ce dernier a tenu les propos suivants : &laquo;Nous enregistrons aujourd&#8217;hui l&#8217;&eacute;largissement du champ d&#8217;action des groupes terroristes au nord du Mali et dans des pays du voisinage, mais l&#8217;arriv&eacute;e des &eacute;l&eacute;ments terroristes arm&eacute;s &eacute;trangers dans la r&eacute;gion du Sahel complique davantage la situation&raquo;, &agrave; l&#8217;occasion de la r&eacute;union annuelle du Centre africain d&#8217;&eacute;tudes et de recherche sur le terrorisme (CAERT) qui s&#8217;est tenu en Alg&eacute;rie.<\/p>\n<p>En plus du Mali et d&#8217;autres pays sah&eacute;liens et le S&eacute;n&eacute;gal, les experts craignent pour la Tunisie, le Maroc et l&#8217;Alg&eacute;rie qui risqueraient de voir s&#8217;infiltrer des combattants aguerris des fronts syrien, irakien et y&eacute;m&eacute;nite. Certains experts consid&egrave;rent en effet que le regain de violence r&eacute;cemment enregistr&eacute; au nord Mali et au Niger serait, en partie, d&ucirc; &agrave; l&#8217;arriv&eacute;e de nouveaux combattants en provenance des fronts susmentionn&eacute;s. Des semaines apr&egrave;s, c&#8217;est le gouvernement nig&eacute;rien qui annonce la reddition de combattants du mouvement. Ainsi, le d&eacute;but du mois de janvier a connu la poursuite de la tendance observ&eacute;e d&eacute;j&agrave; d&egrave;s d&eacute;but d&eacute;cembre.<\/p>\n<p>Le 03 janvier, le ministre de l&#8217;Int&eacute;rieur Bazoum Mohamed a annonc&eacute; la capitulation d&#8217;une vingtaine de combattants nig&eacute;riens du groupe. Ce groupe &eacute;tait actif dans la r&eacute;gion de Diffa (sud-est du pays). Auparavant, en d&eacute;but d&eacute;cembre, un premier groupe d&#8217;une trentaine de combattants de Boko Haram avait d&eacute;pos&eacute; les armes dans la m&ecirc;me r&eacute;gion. Le ministre Bazoum Mohamed a affirm&eacute; dans une d&eacute;clararion publique qu&#8217; une cinquantaine de combattants de Boko Haram se sont rendus depuis le 27 d&eacute;cembre 2016.<\/p>\n<p>Tr&egrave;s proche du nord-est du Nigeria, la r&eacute;gion de Diffa, qui abrite plus de 300 000 r&eacute;fugi&eacute;s et d&eacute;plac&eacute;s, est un des bastions du groupe qui avait fait all&eacute;geance &agrave; l&#8217;EI. Elle est r&eacute;guli&egrave;rement le th&eacute;&acirc;tre d&#8217;&eacute;chauffour&eacute;es et de massacres.<\/p>\n<p>Malgr&eacute; ces redditions, d&#8217;autres combattants du groupe continuent leur &laquo; combat &raquo; contre l&#8217;arm&eacute;e nig&eacute;rienne. Ainsi, dans la nuit du 31 d&eacute;cembre au 1er janvier, trois soldats nig&eacute;riens ont &eacute;t&eacute; tu&eacute;s et sept autres bless&eacute;s lors d&#8217;une attaque de positions de l&#8217;arm&eacute;e par Boko Haram &agrave; Baroua.
