Dans leur premi\u00e8re d\u00e9claration publique, ils ont remerci\u00e9 la monarchie, lui ont t\u00e9moign\u00e9 leur respect et leur reconnaissance et lui ont affirm\u00e9 leur attachement. Selon le m\u00e9dia 360, une aide financi\u00e8re devrait \u00eatre d\u00e9bloqu\u00e9e pour ces anciens d\u00e9tenus afin de faciliter leur insertion \u00ab rapide, juste et appropri\u00e9e \u00bb au sein de la soci\u00e9t\u00e9 marocaine.<\/p>\n<p>Aussit\u00f4t rel\u00e2ch\u00e9, un leader des d\u00e9tenus salafis graci\u00e9s \u00e0 cette occasion, Hassan Khattab, ensemble avec un ancien d\u00e9tenu salafi emprisonn\u00e9 en 2003 et lib\u00e9r\u00e9 en 2011, Abdelkrim al-Chadli, ont annonc\u00e9 mercredi 11 novembre \u00e0 F\u00e8s la formation du \u00ab Mouvement salafi pour la r\u00e9forme politique \u00bb, qui repr\u00e9sentera l&#8217;aile religieuse du parti du Mouvement d\u00e9mocratique et social. Ce parti avait \u00e9t\u00e9 fond\u00e9 en 1997 par Mahmoud Archan, ancien commissaire en fonction pendant une p\u00e9riode connue comme celle \u00ab des ann\u00e9es de plomb \u00bb du Maroc sous Hassan II.<\/p>\n<p>Lors de la conf\u00e9rence de presse organis\u00e9e mercredi 11 novembre, Cheikh Abdelkrim al-Chadli a expliqu\u00e9 que le Mouvement salafi pour la r\u00e9forme politique cherchait \u00e0 int\u00e9grer les salafis \u00e0 la vie politique marocaine au sens large. Cela leur permettra, toujours selon al-Chadli, de porter sur le devant de la sc\u00e8ne leurs pr\u00e9occupations sociales et \u00e9conomiques et d&#8217;encourager un respect mutuel au sein du d\u00e9bat politique. Al-Chadli identifie d\u00e9j\u00e0 comme mission pour le mouvement d&#8217;affronter le &#8220;double projet irano-alg\u00e9rien, d&#8217;une part le danger iranien que repr\u00e9sente la cinqui\u00e8me colonne des chiites au Maroc et d&#8217;autre part le danger alg\u00e9rien que repr\u00e9sente le Polisario&#8221;. Il ajoute que cette entr\u00e9e en politique contribuera \u00e9galement \u00e0 endiguer le flot de jeunes Marocains partant rejoindre des conflits dans les pays voisins.<\/p>\n<p>Quant \u00e0 sa remarque sur les chiites iraniens, il est \u00e9tonnant de noter que le recrutement d&#8217;al-Chadli par le Mouvement d\u00e9mocratique et social avait \u00e9t\u00e9 annonc\u00e9 en mai 2015, dans ce qui se voulait \u00eatre un coup de publicit\u00e9 pour ce mouvement en perte de vitesse, en m\u00eame temps que le recrutement de Driss el Hani, consid\u00e9r\u00e9 par certains comme l&#8217;un des chefs spirituels des chiites marocains, par ce m\u00eame mouvement.<\/p>\n<p>Par ailleurs, l&#8217;entr\u00e9e des salafis sur la sc\u00e8ne politique marocaine n&#8217;est pas nouvelle. Ancien d\u00e9tenu rel\u00e2ch\u00e9 en 2011, Mohamed Abdelwahhab Rafiqi (Abu Hafs) avait int\u00e9gr\u00e9 le parti Annahda wal Fadila en 2013. Des r\u00e9visions doctrinales parmi les d\u00e9tenus rel\u00e2ch\u00e9s qui assurent leur reconnaissance et leur respect de la monarchie \u00e0 leur sortie de prison est aussi un ph\u00e9nom\u00e8ne bien connu au Maroc. La figure la plus connue est Mohamed Fizazi, surnomm\u00e9 le \u00ab salafiste de sa majest\u00e9 \u00bb. Il conc\u00e8de, dans un entretien au journal Jeune Afrique, avoir lui-m\u00eame consid\u00e9r\u00e9 l&#8217;engagement politique avant de se r\u00e9tracter.<\/p>\n<p>Il est \u00e0 noter que la lib\u00e9ration de ces prisonniers salafis se fait dans le contexte de la comm\u00e9moration de la Marche Verte, une occasion pour la monarchie de r\u00e9affirmer son pouvoir et son empreinte territoriale, ce qui pourrait expliquer que les 24 Sahraouis de Gdim Izik, probablement per\u00e7us comme une menace potentielle pour le r\u00e9gime, n&#8217;ont pas eu la chance de Released<\/strong><\/p>\n<p>Egypt&#8217;s top prosecutor ordered the release on bail of Salah Diab and his son, following their arrest and detention earlier for possessing unlicensed weapons and ammunition. The decision came after a court renewed Diab&#8217;s detention for fifteen days. Senior employees from Al-Masry Al-Youm told the Associated Press on 9 November that the accusations against Diab and the way in which he was detained suggested the arrest was politically motivated. Meanwhile, earlier on Wednesday, Egypt&#8217;s Criminal Court cancelled a previous decision to freeze the assets of Diab and seventeen others. The authority also released journalist and human rights activist Hossam Bahgat after few days in detention. Bahgat&#8217;s latest article, &#8220;A coup busted,&#8221; is an investigation into the secret military trial of 26 officers for plotting &#8220;regime change&#8221; in coordination with the Brotherhood. In both cases, many international voices have criticized the Egyptian authorities, calling for their immediate release. The change came following what Libyan affairs observers considered a Libya-gate scandal in the wake of the leaked emails of Leon, obtained by the Guardian and the Middle East Eye. The Guardian published its findings short after the UEA announced that Leon had accepted a well-paid job to head a diplomacy academy in the Emirates. On 12 Nov. The New York Times revealed more damaging emails which indicated correspondence with the UEA&#8217;s diplomatic circles about the monarchy&#8217;s transfer of arms to Libya in breach of the international arms embargo on Libya, as well as Abu Dhabi&#8217;s involvement in weapons trade with North Korea. The revelations have had a negative impact within Libya and beyond on the UN&#8217;s role and the impartiality of Leon&#8217;s process. On a related matter, an Emirati was arrested at the Tripoli airport and charged with espionage. Libyan media reported that he was found with documents and video recordings of key government institution building and embassies including the Turkish, the British and central bank. While the GNC had wrote to Bank Ki Moon seeking answers as to Leon&#8217;s behaviour, the Tobruk-HoR did not make any reaction to the embarrassing revelations. Before Leon was replaced, the whole affair had motivated some voices within the GNC, political parties and other Libyan figures to abandon the Leon process and launch a local Libyan dialogue initiative. In fact, even before the Guardian&#8217;s and the NY Time&#8217;s revelations a number of local initiatives had been underway in Libya. Two initiatives have gained popularity so far. These are the Southerners&#8217; Initiative and the National Concord Gathering Initiative. The power struggle over the leadership of the party between what have come to be called the Leftist camp and the Destourian camp embodied by Mohcen Merzouk, secretary general of the party, on one side, and Hafedh Essebsi, vice president of the party (and son of President Beji Caid Essebsi), on the other side has dramatically intensified over the last couple of weeks. Ten days ago, 32 parliamentarians who are opposed to Hafedh Essebsi put their threat into action and declared their collective resignation form the party&#8217;s 86 MPs block in the National Assembly. The move marked a new phase in the spiralling crisis within the party and had apparently forced Hafedh Essebsi, to go on Nessma TV for a one-hour talk show in which he derided Mohcen Merzouk and his supporters. The faultlines within Nidaa Tounes which underpin the current crisis are not straightforward though. While on the surface it appears ideological there are however leftists and Destourians in both camps. This explains the emergence of a third 20-MPs block within the party&#8217;s parliament block that has decided to stay away from this polarisation and work to reconcile the factions and unify the party again. There is also the role of businessmen within the party in both camps. When Hafedh Essebsi went on TV he did that on Nessma TV that is owned by Nabil Karoui, who is a member of the party and supports Hafedh Essebsi&#8217;s camp. The Egyptian authorities have intensely questioned airport workers in Sharm El Sheikh in what employees said was a quest to determine whether insiders facilitated the crash of the Russian plane, as the U.S. echoed the U.K. in asserting that terrorism was the most likely cause. President Vladimir Putin ordered the suspension of all Russian passenger flights to Egypt on Friday, 6 November until the cause of a deadly plane crash was established, and Russia&#8217;s security chief Alexander Bortnikov has since confirmed that &#8220;traces of foreign explosives&#8221; were found on debris from the Airbus plane. Concerns were already felt before the so-called Islamic State claimed responsibility for the deaths of 129 people, and before a Syrian passport was reportedly found near the body of one attacker. Fade Kintar, a Syrian asylum seeker in Germany, told IRIN &#8220;we thought they&#8217;d attack us. [Since Friday] we just stay in our homes.&#8221; According to the French National Observatory Against Islamophobia, 116 anti-Muslim attacks have been recorded since Friday in France alone.<\/p>\n<p>The news from Paris was further complicated by certain indications that the Syrian passport found next to one attacker was forged, and that is was not registered in official state records. Despite the uncertainty, there has been no announcement from French authorities as to the document&#8217;s validity. The discovery of the passport has already led to the conflation of Syrian refugees, in particular, with IS militants. Since Friday, at least eight states in the USA have sought to block the recently-approved resettlement programme for Syrian refugees. The Polish Minister for European Affairs has refused to accept refugees without &#8220;security guarantees.&#8221; Similarly, other European countries and Canada are under pressure to prevent refugee immigration following the allegations of some French investigators that one of the Paris attackers may have entered Europe as an asylum seeker.<\/p>\n<p>According to Aboud Dandachi, a Syrian blogger based in Istanbul, scapegoating Syrian refugees was a key aim in IS&#8217;s attack in Paris. &#8220;Da&#8217;esh (IS) would love to turn Europeans hostile towards refugees&#8230;&#8221; explaining that the group &#8220;hate the fact that Europe is seen as a refuge for Muslims fleeing their atrocities.&#8221; The claim to offer the only real refuge for true Muslims around the world is a leading theme in the propaganda of the so-called Islamic State. In the light of these attacks, organisations like Amnesty International have been quick to urge European leaders not to turn their backs on the refugee crisis, and not to pursue an anti-refugee agenda. &#8220;European leaders must be careful to distinguish between [the challenges] and be clear that Europe&#8217;s security is not best served by turning its back on a global refugee crisis, but by ensuring the orderly, organized and humane admission of those fleeing similar horrors,&#8221; said John Dalhuisen, Amnesty Director for Europe and Central Asia. The French president, Fran\u00e7ois Hollande, denounced it as an &#8220;act of war&#8221; that must be countered &#8220;mercilessly&#8221;. Police raided homes of suspected Islamist militants across France and French warplanes bombed ISIS training camps in Syria on 15 November. This is the biggest strike since France started assaults as part of a U.S.-led mission launched in 2014. Right-wing politicians in France responded to the Paris attacks by pushing extreme anti-immigrant and anti-Muslim rhetoric and policies. At least 41 people were killed in those attacks. Responsibility for the attack was claimed by so-called Islamic State, and nine suspects have been arrested, most apparently from Syria. Other attacks targeting Shiite Muslims in Baghdad killed at least 19 people on Friday, Nov. 14th. In Turkey, at least 102 people died in bombings in Ankara in October.
