A few days after the 20 October deadline Leon set for reaching an agreement, he made a short appearance in Tunis where he said that the only way forward to end the Libyan conflict was to continue dialogue. In response to rumours of his replacement by Martin Kobler, a German veteran diplomat, the UN issued a press release in which it re-affirmed that Leon is still the UN envoy to Libya. In this regard, there are reports that Leon has suggested to increase the members of the Presidential Council of the proposed unity government from six to nine. Meanwhile, efforts to reach an agreement continue on other tracks. There are echoes that a meeting between deputies of the south (Fezan) on both sides (GNC and HoR) took place in Tunisia a week ago. Last weekend, Aoudh Mohamed Sadek, vice president of the GNC, said that a meeting between members of the HoR and the GNC took place with the aim of unblocking the deadlock. Algiers has moved last week to re-engage the Libyan conflict through the Libya neighbouring countries forum initiated in in early 2015. A meeting of the Egyptian, and Italian foreign ministers took place in Algiers last weekend.

Militarily, several high-ranking military officers and two leaders of pro-GNC armed groups aboard a helicopter perished when it was shot down in west Libya.

Links for more information :
http://www.aps.dz/monde/30640
http://www.aps.dz/monde/30838
https://www.libyaherald.com/2015/11/01/algerian-egyptian/
http://www.aljazeera.com/news/2015/10/helicopter-deadly-crash-libya

Tunisia, 01.11.2015: Crisis at Nidaa Tounes Party

Until recently limited to political differences, the crisis within Nidaa Tounes party turned violent and when a group of thugs attacked a hotel, where the executive bureau of the party was preparing to hold a meeting, at Hammamat, last Sunday. The incident has tarnished the image of the party and brought in the public arena deep disagreements among the leadership of the party. Long postponed since its founding, the holding of the constituent congress meeting of the party has hastened the disintegration of different groups (former RCD members, Destourian loyalists, leftists, liberals, and deep state figures) that unified and formed Nidaa Tounes to counter-balance Ennahdha. At the centre of the crisis is the role of Hafedh Caid Essebsi, son of President Beji Essebsi, in running the affairs of the party. Hafedh Essebsi is vice-president of the Nidaa Tounes that is presided by Mohamed Ennaceur, who is also the speaker of the parliament. The thugs’ disturbance of the party’s Hammamat meeting was blamed on Hafedh Essebsi who is accused by his opponents of trying to stage a coup against the current leadership of the party ahead of the upcoming constituent congress. This unprecedented crisis within Nidaa Tounes has prompted 32 MPs (mostly leftists) of the party to leave the party’s parliamentary block and form an independent one. Speaking on behalf of the rebel deputies, Mohamed Troudi, even let it heard that the 32-MPs groups might even resign from Nidaa Tounes and form a new party, if Hafedh Essebsi were not reined in and the current party’s legitimacy upheld. The crisis alarmed President Beji Caid Essebsi and immediately called for a meeting at Carthage Palace on Monday. The meeting was however boycotted by Hafedh Essebsi’s opponents, who charged President Beji Essebsi of partiality in favour of his son’s clan in an open letter. The latest developments in what Kapitalis, a liberal news portal, called the last phase of Hafedh Essebsi’s coup has been his announcement on Tuesday 3 Nov. that the congress meeting of the party would take place around mid-December. Observers of Tunisian affairs consider that the current crisis within Nidaa Tounes was inevitable. Having been bound by solely their opposition to Ennahdha rather than a meeting of minds around a political project of society the party was doomed once the main adversary (Ennahdha) was defeated in elections. The other casualty of this ongoing crisis is the status of President Beji Essebsi, who has become to be viewed even by some of his loyalists as taking the side of his son and grooming for power as Egypt’s Mubarak attempted with his Gamal.

Links for more information:
http://www.lapresse.tn/article/qui-a-empeche-la-reunion-du-bureau-executif-de-nidaa-tounes
http://kapitalis.com/tunisie/2015/11/03/assemblee-demission-de-32-deputes-du-bloc-de-nidaa-tounes/
http://kapitalis.com/tunisie/2015/11/03/lettre-ouverte-des-democrates-de-nidaa-tounes-en-france/
http://kapitalis.com/tunisie/2015/11/03/nidaa-une-reunion-a-carthage-pour-rien/
http://www.lapresse.tn/article/nidaa-tounes-vers-la-formation-dun-nouveau-bloc-parlementaire
http://www.lapresse.tn/article/lettre-ouverte-de-32-deputes-a-beji-caid-essebsi/94/1300
http://kapitalis.com/tunisie/2015/10/28/un-caid-essebsi-en-cache-un-autre-quand-le-fils-detruit-loeuvre-du-pere/
http://kapitalis.com/tunisie/2015/11/03/nidaa-hafedh-caid-essebsi-annonce-son-plan-de-reprise-en-main/

RELATIONS BETWEEN COMMUNITIES OF DIFFERENT ETHNIC AND CULTURAL AFFILIATION /

The strategy includes banning online material by radical preachers, the ability of parents of children 18 and under to ask for passports to be confiscated to prevent them travelling overseas to join terrorist groups, tougher powers over extremist radio and television channels, the ability to close down premises such as mosques that are used to support extremism, and pressure on internet service providers to remove extremist material. The announcement comes a day after a £5 million ($7.7 m) fund was established to provide “credible alternative narratives to the dangerous views propagated by extremists.” Labour has indicated it is prepared to oppose new surveillance and counter-terrorism legislation if it is too heavy-handed. The Muslim Council of Britain (MCB), the U.K.’s largest umbrella Islamic organization, along with other Islamic groups, described the strategy as a “war on Muslims” with “McCarthyist” undertones. The MCB agreed that terrorism is a threat, but also noted that the strategy was “based on poor analysis and risked alienating those who supported it.”

Links for more information:
http://www.clarionproject.org/news/cameron-unveils-new-counter-extremism-strategy
http://www.abc.net.au/news/2015-10-20/david-cameron-proposes-uk-anti-terrorism-laws
http://www.mcb.org.uk/one-nation-counter-extremism-strategy-risks-fight-against-terrorism
http://www.theguardian.com/politics/2015/oct/19/labour-warns-cameron-surveillance-and-anti-terror-laws
http://www.commdiginews.com/world-news/u-k-s-david-cameron-proactive-actions-against-islamic-terrorism
http://www.independent.co.uk/news/uk/politics/david-cameron-to-close-tory-conference
