Ces revendications font \u00e9cho aux manifestations qui avaient eu lieu au Maroc en mars dernier \u00e0 l&#8217;occasion de la Journ\u00e9e internationale de la femme (8 mars) en vue de faire pression sur le gouvernement afin qu&#8217;il \u00ab \u0153uvre \u00e0 la parit\u00e9 \u00bb. Des figures de la d\u00e9fense des droits de la femme avaient notamment d\u00e9nonc\u00e9 un recul dans ce domaine au Maroc ces derni\u00e8res ann\u00e9es.<\/p>\n<p>Cependant, des observateurs sur place ont regrett\u00e9 de voir se refl\u00e9ter \u00e0 travers les diverses actions marquant cette journ\u00e9e le manque end\u00e9mique de collaboration entre les diff\u00e9rentes parties concern\u00e9es par la question f\u00e9minine. Les organisations \u00e0 r\u00e9f\u00e9rences religieuses ont particip\u00e9 au festival officiel organis\u00e9 par la ministre de la famille (qui appartient au PJD), alors que d&#8217;autres associations s\u00e9culi\u00e8res organisaient, chacune s\u00e9par\u00e9ment, une conf\u00e9rence ou une autre activit\u00e9. Toutefois, il est int\u00e9ressant de noter que le festival officiel, et donc organis\u00e9 par le PJD, a octroy\u00e9 des prix d&#8217;honneur \u00e0 des femmes s\u00e9culi\u00e8res, consid\u00e9r\u00e9es actives et ayant jou\u00e9 un r\u00f4le remarquable dans la sc\u00e8ne politique marocaine. The youth who makes up the majority of the population was almost absent, with many people dismissing it as a sham or expressing doubt that new lawmakers would change anything. The elections ignited a heated debate among Islamists themselves and among Islamists and figures from state&#8217;s religious institutions. A number of figures affiliated to the Brotherhood abroad issued a statement calling on Egyptians to boycott parliamentary elections. Brotherhood figures have issued fatwas that participation is religiously forbidden and campaigned against Al-Nour Party for its decision to participate. Fekry Nabil, a member of Strong Egypt Party&#8217;s political board, said that the decision to boycott parliamentary elections is a bet on the people&#8217;s awareness, adding that the people will push to reach real democracy that cannot be limited to a ballot box. On the other hand, the Salafist Call, which is the religious arm of Al-Nour Party, announces that participation is the right of citizens. In addition, scholars belonging to state&#8217;s Islamic institutions issued fatwas against those who are planning to boycott elections. Ahmed Omar Hashem, a member of the Senior Religious Scholars body that is part of Al-Azhar, announced that who boycotts the elections is &#8220;sinful&#8221; according to the Islamic Sharia law. Abdullah Al-Naggar, a member of the state run Islamic Research Complex, said that boycotting elections is similar to abstaining from praying because &#8220;voting is an Islamic duty&#8221;. The NAG&#8217;s Presidential Council would include Faiez Al-Serraj, member of the House of Representatives in Tobruk as prime minister, together with three deputy prime ministers, Ahmed Maetig (Misrata), Musa Kuni (south) and Fathi Majbri (east), and two other ministers, Omar Aswad (Zintan) and Mohamed Ammari (member of the GNC dialogue delegation). Besides, Fethi Bechagha (Misrata) was selected to head the Security Council, while Abderrahma Swihi (member of the GNC dialogue delegation, Misrata) would chair the State Council. Leon&#8217;s proposal was rejected by both the Tripoli-based GNC and the Tobruk-HoR. Divisions run deep in both camps, though. The armed groups backing both parties to the conflict are divided either. Observers expected the GNC to reject Leon&#8217;s proposal since Tripoli kept insisting on amending the seventh draft of the political agreement; in order to achieve some balance in the legislative prerogatives of the HoR and the State Council. The GNC indicated explicitly as well that Khalifa Hafter should not have a role in any future arrangements. It was, however, Tobruk&#8217;s HoR that rejected UNSMIL&#8217;s proposed NAG to Leon&#8217;s surprise. Tobruk considered that Leon gave the GNC most of the top positions, and that the NAG is basically a Misrata government. Although Al-Serraj is member of the HoR and was born in the east, near Ajdabia, he is viewed in Tobruk as a man of the west, having served in Tripoli in several positions in the civil works sector under Qaddafi. There was also a veto from Tobruk on the selection of Bechagha to head the Security Council, although he is a member of the HoR. Both the GNC and HoR criticised Leon&#8217;s initiative to amend the seventh draft of the agreement, and thereby introduce a third deputy premier although the seventh draft stipulated for only two deputies. Leon did also amend Article 67 to limit the signature of the agreement to the dialogue delegations only, rather than endorsement and ratification by their respective bodies (GNC and HoR). Although Leon tried to repair things by sending a letter to Tripoli and Tobruk explaining the amendments he voluntarily introduced, and even issued a press release explaining that the name he selected were only potential ones, that was not enough to change the positions of both camps. On 19 October the HoR held a heated session to officially decide on the draft agreement. The session was chaotic and suspended at least once. At the end, the speaker of the House read a communique in which it rejected Leon&#8217;s proposal and called for a return to the fourth draft of July 2015. In Tripoli the picture was not different. After a heated session, the GNC voted to reject the proposal and insisted on resumption of the dialogue to improve the seventh draft. In both camps a number of rebel members considered that the decisions were not representative of the will of all members. In what seemed a last ditch to save the process Leon called a meeting of Al-Serraj, Maetig, and Hafter in Cairo over the weekend, but by 20 October the last day in the mandate of the HoR, it seemed no agreement was reached despite a call by 40 countries to do so, and sanction threats by the UNSC. Despite the state of emergency and a heavy handed policing of streets decreed by the anti-terrorism measures, some NGOs continue to protest against the project law that they consider an attempt by the deep state to return to leading state affairs publically. The political elite is also divided. This is very clear in the numerous op-eds that continue to appear in media, as well as in public debate as it was the case at a recent event on the topic held at the Center for the Study of Islam and Democracy. The Observatory of the Independence of Justice, an NGO, has given a legal advice against the proposed bill. PM Habib Sid discharged minister of Justice Mohamed Salah Ben A\u00efssa from his duties. Ces deux camps s&#8217;\u00e9taient en effet disput\u00e9s le contr\u00f4le de la ville durant plusieurs mois mais se sont finalement entendus vendredi 16 octobre sur un accord de paix, fruit de n\u00e9gociations directes, \u00ab un pacte d&#8217;honneur de cessez-le-feu et de paix \u00bb, selon un membre de la Plateforme. Les deux partis s&#8217;en f\u00e9licitent. Une libre circulation des biens et des personnes serait assur\u00e9e \u00e0 An\u00e9fis et dans le Nord du Mali suite \u00e0 la signature de cet accord, selon un habitant de Kidal, partisan de la Plateforme. Les deux parties ont \u00e9galement proc\u00e9d\u00e9 \u00e0 la lib\u00e9ration de prisonniers de part et d&#8217;autre. Pour la CMA, cet accord et ses modalit\u00e9s \u00ab demeurent plus que jamais sous la garantie de la m\u00e9diation de la communaut\u00e9 internationale \u00bb. La CMA est en effet signataire de l&#8217;Accord d&#8217;Alger.<\/p>\n<p>Si cet accord ou \u00ab protocole d&#8217;entente \u00bb symbolise un rapprochement \u00e9vident, une volont\u00e9 de coh\u00e9sion sociale, et un espoir pour le futur du Mali, il n&#8217;est pas suffisamment \u00ab inclusif \u00bb selon certains experts. En effet, toutes les communaut\u00e9s du Nord ne sont pas impliqu\u00e9es dans le processus de r\u00e9conciliation. La r\u00e9conciliation semble donc sur la bonne voie, mais encore partielle, et devra notamment se confirmer \u00e0 la prochaine r\u00e9union du Comit\u00e9 de suivi de l&#8217;accord, ce dernier devant se tenir le 26 octobre prochain \u00e0 Bamako. L&#8217;article 10 du r\u00e8glement int\u00e9rieur relatif \u00e0 la repr\u00e9sentativit\u00e9 des groupes arm\u00e9s, avait en effet \u00e9t\u00e9 l&#8217;objet de divergences entre les diff\u00e9rentes parties \u00e0 la derni\u00e8re r\u00e9union du Comit\u00e9. Cet appel n&#8217;avait pas surpris du fait qu&#8217;il \u00e9tait reconnu que le souci principal de Sistani avait toujours \u00e9t\u00e9 la stabilit\u00e9 de son pays, mais certains observateurs se sont \u00e9tonn\u00e9s du fait que Sistani, dont la stature religieuse d\u00e9passe celle de l&#8217;ayatollah Khamenei d&#8217;Iran, a toujours refus\u00e9 la doctrine du velayet-e faqih en refusant l&#8217;id\u00e9e d&#8217;un droit des clercs \u00e0 s&#8217;immiscer dans les affaires publiques plus que par leur autorit\u00e9 morale et r\u00e9f\u00e9rentielle.<\/p>\n<p>Cet appel \u00e0 la mobilisation a encourag\u00e9 les milices chiites qui n&#8217;ont pas toutes les m\u00eames int\u00e9r\u00eats et les m\u00eames objectifs. Leurs sources d&#8217;autorit\u00e9 diff\u00e8rent \u00e9galement. Alors que certains suivent l&#8217;autorit\u00e9 de Sistani et agissent sous le contr\u00f4le de l&#8217;arm\u00e9e nationale, d&#8217;autres milices, plus puissantes et mieux entra\u00een\u00e9es, sont directement soutenues et dirig\u00e9es par les Forces Qods iraniennes, et notamment le chef de ces derni\u00e8res, le commandant Qasem Suleimani. D&#8217;autres encore sont rest\u00e9es fid\u00e8les \u00e0 l&#8217;ancien premier ministre Maliki, qui n&#8217;aurait pas fini de convoiter le pouvoir.<\/p>\n<p>Cet \u00e9tat des choses pose des probl\u00e8mes \u00e0 plusieurs niveaux. D&#8217;abord, il semblerait que la frustration de certains Irakiens grandisse \u00e0 l&#8217;\u00e9gard de l&#8217;ing\u00e9rence iranienne dans leur pays. En outre, Sistani et ses partisans, qui avaient soutenu un r\u00e9gime constitutionnel bas\u00e9 sur une politique inclusive, verraient dans l&#8217;\u00e9mergence de groupes arm\u00e9s et dans les conflits entre milices chiites et insurg\u00e9s sunnites une menace fatale pour la stabilit\u00e9 de leur pays. En effet, les milices chiites, et la pr\u00e9sence m\u00eame de clercs chiites en leur sein, donnent la fausse impression que la bataille contre Daesh n&#8217;est men\u00e9e que par les chiites. Elle se base sur l&#8217;analyse du recours \u00e0 des termes \u00e0 r\u00e9f\u00e9rences religieuses dans la discussion d&#8217;\u00e9v\u00e9nements politiques courants du Moyen-Orient. Elle s&#8217;est ainsi concentr\u00e9e sur les outils rh\u00e9toriques que ces cha\u00eenes emploient dans leurs discours et qui leur permettent de produire un r\u00e9cit des \u00e9v\u00e9nements historiques en \u00ab nous \u00bb et \u00ab l&#8217;autre \u00bb en poussant le spectateur \u00e0 s&#8217;assimiler \u00e0 cette dichotomie.<\/p>\n<p>L&#8217;\u00e9tude r\u00e9v\u00e8le ainsi le contenu sectaire des discours et identifie les constantes et les fondements qui les dominent par le recours \u00e0 cinq outils principaux : 1) l&#8217;argument d&#8217;autorit\u00e9 ; 2) la confusion entre l&#8217;histoire et la m\u00e9moire collective ; 3) l&#8217;imposition d&#8217;une lecture religieuse de la politique ; 4) le d\u00e9placement de la solidarit\u00e9 doctrinale \u00e0 une solidarit\u00e9 nationale ou ethnique ; 5) la d\u00e9sinformation au lieu de l&#8217;information argument\u00e9e.<\/p>\n<p>L&#8217;\u00e9tude a port\u00e9 sur cinq cha\u00eenes sunnites et cinq cha\u00eenes chiites durant la p\u00e9riode du 15 mars au 15 juin 2015. The latest episode of these tensions took place in Lakhmi, Sfax, last Friday, when worshipers at a mosque prevented the new government appointed imam from delivering the Friday sermon.
