Al-Massaa souligne qu&#8217;un tel report r\u00e9pond \u00e0 la demande d&#8217;un groupe de partis y compris des partis de l&#8217;opposition, et pourrait \u00e9viter un blocage potentiel de la Chambre des Conseillers par les partis de l&#8217;opposition.<\/p>\n<p><a href=\"http:\/\/www.hespress.com\/medias\/254001.html\" target=\"_blank\" rel=\"noopener\">http:\/\/www.hespress.com\/medias\/254001.html<\/a><\/p>\n<p><strong>2) LIBYA<\/strong><\/p>\n<p><strong><strong>\u00bb <\/strong>03.01.2015: Dialogue in Libya: All Roads Lead to Tripoli&#8217;s GNC?<\/strong><\/p>\n<p>UNSMIL&#8217;s Bernardino Leon announced that political dialogue between the GNC and the Tobruk House of Representatives (HoR) would take place inside Libya within few days. The announcement was made at the GNC headquarters on 2 February, following Leon&#8217;s meeting with Nouri Busahmin, Speaker of the GNC. News reports said that agreement had been reached to start a political dialogue to find an agreement to form a national unity government that would supervise the remainder of the transition period until a referendum is held. Four members would represent each party (GNC and HoR). Earlier in the week, UNSMIL had announced that agreement had been reached to hold the next round of dialogue in Libya. Aljazeera reported that the Humanitarian Dialogue Centre invited a number of high-ranking political leaders, including Mohamed Sawan, leader of the Libyan Brotherhood Freedom and Construction Party, to a meeting in Switzerland. On the ground, the battle for control of the oilfields in the Gulf of Sirte, between the Libya Dawn forces and the Haftar Dignity armed groups, has intensified over the past week. While there are reports of an increasing rift between the Tobruk-Theni government and Haftar, observers think that the GNC has consolidated its credibility and support base in the management of talks with UNSMIL. Despite deep disagreement within Nidaa Tounes, Ennahdha was attributed the employment portfolio in addition to three other secretary-of-state posts, including the post for international cooperation. Ennahdha has demonstrated thereby that it remains a key player in the Tunisian political landscape. The hawkish wing within Nidaa Tounes led by Taieb Bekouche who worked hard to exclude Ennahdha from the cabinet had to surrender at the end to the realpolitik considerations of President Beji Caid Esebssi. Despite the fact that the government portfolio and posts attributed to Ennahdha do not reflect the size of its parliamentary seats (69), observers think that Rached Ghanouchi has scored a symbolic political victory, in that it made sure its conditions for entry into the new government were heard, i.e. independent PM, sovereign ministries headed by technocrats, and an Ennahdha presence in the government. With the current configuration, Ennahdha would find it less difficult to justify to its constituencies its support for the policies of a government dominated by Nidaa Tounes. Ces attaques ont rapidement \u00e9t\u00e9 revendiqu\u00e9es par Ansar Beit al-Maqdis.<\/p>\n<p>Ces attaques ont attir\u00e9 l&#8217;attention internationale sur une situation \u00e9gyptienne tr\u00e8s instable o\u00f9 la violence \u00e9tatique incite d&#8217;autres acteurs \u00e0 quitter les voies pacifiques. En effet, on observe un d\u00e9veloppement pr\u00e9occupant dans le discours des Fr\u00e8res musulmans, qui jusqu&#8217;\u00e0 pr\u00e9sent pr\u00e9f\u00e9raient la voie de la r\u00e9forme pacifique, vers un appel \u00e0 la lutte arm\u00e9e, notamment sur leur cha\u00eene Misr Alan. En r\u00e9ponse, le gouvernement \u00e9gyptien a demand\u00e9 \u00e0 la France qui poss\u00e8de Eutelsat, le satellite \u00e9mettant des cha\u00eenes sympathisantes des Fr\u00e8res, de mettre fin \u00e0 cette \u00e9mission.<\/p>\n<p>Au niveau des Etats occidentaux, il semblerait que l&#8217;on cherche une alternative au r\u00e9gime actuel. En effet, il n&#8217;est peut-\u00eatre pas anodin qu&#8217;El-Baradei sorte de son silence en cette p\u00e9riode (cf weekly update de la semaine pass\u00e9e). Par ailleurs, les Etats-Unis ont accueilli une d\u00e9l\u00e9gation d&#8217;opposants au pouvoir de Sisi, dont plusieurs figures des Fr\u00e8res faisaient partie. Or, les divergences entre les Houthis et les autres partis ont pouss\u00e9 le parti du Congr\u00e8s g\u00e9n\u00e9ral du peuple, le parti Mouvement du sud, et le parti de l&#8217;Union rashad \u00e0 se retirer. Pour sortir de cette crise, le parti du Congr\u00e8s g\u00e9n\u00e9ral du peuple soutient la position de transf\u00e9rer le pouvoir au parlement, dont il poss\u00e8de la majorit\u00e9 des si\u00e8ge, alors que le parti houthi propose la formation d&#8217;un conseil pr\u00e9sidentiel. De leur c\u00f4t\u00e9, les partis de la \u00ab R\u00e9union commune \u00bb domin\u00e9e par le parti Islah voient en la renonciation de Hadi \u00e0 sa d\u00e9mission la solution la moins co\u00fbteuse, en cette p\u00e9riode, qui permettrait de maintenir la l\u00e9gitimit\u00e9 des accords et serait acceptable pour les acteurs r\u00e9gionaux et internationaux.<\/p>\n<p>Vendredi 30 janvier, les Houthis ont organis\u00e9 une grande conf\u00e9rence de trois jours qui a \u00e9t\u00e9 boycott\u00e9e par tous les partis except\u00e9 le parti du Congr\u00e8s g\u00e9n\u00e9ral du peuple, parti de l&#8217;ancien pr\u00e9sident Saleh. It is the first visit of the President to the Northern part of Mali since his election in September 2013. This visit aimed at appeasing the tensions after four persons were killed and several others injured during demonstrations against MINUSMA last Tuesday. These protests targeted the alleged secret agreement to be signed between Azawad movements and the MINUSMA. This agreement was in fact an attempt by the MINUSMA to demilitarize the area of Tabankort where regular armed confrontations take place between Tuareg armed groups and armed groups deemed close to the government. As a result of the demonstrations, the MINUSMA decided to withdraw the project of agreement. The night following the incident, forces of the Azawad Coordination near Tabankort were attacked by members of the Gatia. Both Presidents have the same view on the Libya situation and are in favor of reconciliation among Libyans and reject any territorial division of the country. Nevertheless, the President of Niger is one of the five presidents who called for an international intervention in Libya while Algiers was advocating for a national dialogue. Mahamadou Issoufou asked the President of Algeria to consider the reopening of the border with Niger, which was closed since the Serval operation at the beginning of 2013.
