1) LIBYA<\/strong><\/p>\n \u00bb 29.09.2014: UNSMIL’s Ghadames Conference: Much Ado for Nothing?<\/strong><\/p>\n Despite the fact that UNSMIL’s press release was clear in saying that the national dialogue meeting, which took place Monday in Ghadames, was a preliminary one aimed at confidence-building measures (an immediate cease-fire), the news reports were quick to reach the premature conclusion that an agreement for a cease-fire was reached in Ghadames. This prompted the Libyan Dawn Operations Room in Tripoli to announce that they were not consulted on the matter and that as far as they were concerned there was no such agreement. UNSMIL’s conference in fact convened 22 parliamentarians representing the two main warring factions (Libyan Dawn in Tripoli and Hafter’s Libyan Dignity in Tobruk). Sources close to the GNC in Tripoli said that Mr. Leon Bernardino, UNSMIL envoy, should have invited those who control the situation on the ground i.e. members of the GNC or Omar Al Hassi government, rather than parliamentarians who, although they have boycotted Tobruk’s parliament, do not talk on behalf of the masters of Tripoli at the present. While a second round of the UNSMIL dialogue is scheduled for after the Eid Al Adha celebration, Algiers said that it is preparing to convene, in October, an inclusive Libyan dialogue that would be limited to the Tobruk’s representatives, and not include Qaddafi era figures. Rachad Ghanouchi confirmed in an interview with a Lebanese newspaper that he had conducted a number of consultation meetings with the different actors and stakeholders of the Libyan crisis in order to bring them to the Algiers dialogue.<\/p>\n http:\/\/www.libyaherald.com\/2014\/09\/29\/ghadames-confererence-calls<\/a> 2) TUNISIA<\/strong><\/p>\n \u00bb <\/strong>23-29.09.2014: Al Islah Party’s Alliance with the National Independence Party<\/strong><\/p>\n Jabhat Al Islah, a Salafi party, has announced that it will enter the upcoming legislative elections under joint lists with the National Independence Party (NIP), the latest political party to be formed in Tunisia. Announced at a press conference on 7 September, NIP said it is a centre-right party, which strives to safeguard the revolution and defend the aspirations of the poorer classes and marginalised regions. Sif Allah Bouzayda, president of NIP, said that Islam is a component of the party’s identity. NIP is believed to be made up of members of the dissolved League for the Defence of the Revolution (LDR), formed in 2011, and considered then as the “militant” arm of Ennahdha. LDR were dissolved in early 2014 as a result of the national dialogue deals that led to the ratification of Tunisia’s constitution. This Islah Party-NIP alliance, in 19 legislative constituencies, might be the result of a 3-year process of rapprochement between Al Islah and the disenchanted youth groups that were close to Ennahdha, but not members of it. Rached Ghannouchi told a Lebanese newspaper that he is confident Ennahdha would win the upcoming 26 October parliamentary elections.<\/p>\n https:\/\/www.facebook.com\/video.php?v=800973073278640<\/a> 3) EGYPT<\/strong><\/p>\n \u00bb <\/strong>23-29.09.2014: Al-Sissi \u00e0 l’ONU<\/strong><\/p>\n Un d\u00e9bat sur les performances d’Abdel Fatah al-Sissi a lieu en Egypte \u00e0 l’occasion des cent premiers jours de son r\u00e8gne. Le parti de la libert\u00e9 et de la justice des Fr\u00e8res musulmans a ainsi publi\u00e9 un rapport soulignant que \u00ab l’Egypte \u00e9tait retomb\u00e9e une fois encore dans l’\u00e2ge de la corruption, de la r\u00e9gression, du vol et du pillage des ressources du pays \u00bb. Selon un rapport du R\u00e9seau arabe de l’information des droits de l’homme, des violations de la libert\u00e9 de pens\u00e9e et d’expression ont eu lieu pendant les cent jours du pouvoir d’al-Sissi, pointant un nombre important de cas de censure et de confiscation. Parmi les critiques favorables, certains insistent sur le fait qu’al-Sissi a \u00e9t\u00e9 capable de faire en une p\u00e9riode de cent jours ce que personne n’avait r\u00e9ussi \u00e0 faire, cela malgr\u00e9 la situation globale difficile affect\u00e9e par les op\u00e9rations terroristes et la d\u00e9t\u00e9rioration de la situation s\u00e9curitaire des pays voisins, comme la Libye et la Syrie. On rel\u00e8ve une stimulation de l’\u00e9conomie, notamment par le projet pour le nouveau canal de Suez. Or la situation \u00e9conomique est aussi un point attaqu\u00e9 par les critiques accusant ce gouvernement. On condamne \u00e9galement une n\u00e9gligence des questions sociales comme la sant\u00e9, l’\u00e9ducation et les transports. Par ailleurs, les militants des droits de l’homme montrent une grande inqui\u00e9tude face au nombre de violations qui ont \u00e9t\u00e9 perp\u00e9tr\u00e9es sous l’\u00e8re al-Sissi et sous celle de son pr\u00e9d\u00e9cesseur Adli Mansour. On lit dans un rapport publi\u00e9 par Amnesty International que la torture est devenue end\u00e9mique en Egypte, de m\u00eame que les arrestations et les d\u00e9tentions arbitraires, \u00ab signes d’une d\u00e9t\u00e9rioration catastrophique des droits de l’homme depuis le coup d’Etat contre Mohammed Morsi.<\/p>\n Par ailleurs, le discours d’Erdogan \u00e0 l’ONU a aggrav\u00e9 les relations d\u00e9j\u00e0 tr\u00e8s tendues entre le Caire et Ankara.<\/p>\n Lien(s) pour plus d’information :<\/p>\n http:\/\/www.bbc.com\/news\/world-middle-east-29178076<\/a> 4) YEMEN<\/strong><\/p>\n \u00bb <\/strong>23-29.09.2014: La prise de Sanaa<\/strong><\/p>\n Suite \u00e0 la prise de Sanaa, les Y\u00e9m\u00e9nites restent sont le choc. Beaucoup d’observateurs attribuent la chute de Sanaa \u00e0 l’alliance que l’ancien pr\u00e9sident Ali Abdallah Saleh aurait conclue avec les Houthis pour se venger de ceux qui ont particip\u00e9 \u00e0 la r\u00e9volution de 2011. Ils d\u00e9crivent ces derniers \u00e9v\u00e9nements comme un coup d’Etat militaire pour en finir avec les islamistes, comme cela s’est d\u00e9j\u00e0 pass\u00e9 en Egypte et en Libye. La reddition du pays aux Houthis est consid\u00e9r\u00e9e comme une trahison des forces politiques et militaires. En effet, les forces de s\u00e9curit\u00e9 et l’arm\u00e9e se sont retir\u00e9es sans opposer de r\u00e9sistance et les Houthis ont ainsi pu saisir le si\u00e8ge du gouvernement et la banque centrale.<\/p>\n Quant aux Houthis, ils consid\u00e8rent leur action comme une r\u00e9volution contre l’injustice et le gouvernement corrompu. Leur chef, Abdelmalik al-Houthi rassure les autres forces politiques, notamment le parti islamiste Islah, en se montrant pr\u00eat \u00e0 la r\u00e9conciliation et au partage du pouvoir. Cependant, certains Y\u00e9m\u00e9nites voient cette offre comme une manipulation politique, surtout du fait qu’alors que le groupe signait un accord de paix et de participation politique avec le gouvernement et les forces politiques y\u00e9m\u00e9nites en pr\u00e9sence de l’envoy\u00e9 de l’ONU Jamal Bin Omar, il attaquait en m\u00eame temps les bureaux du gouvernement et prenaient d’assaut la capitale.<\/p>\n Des m\u00e9dias saoudiens accusent le pr\u00e9sident Abd Rabo Hadi de s’\u00eatre mis d’accord avec les Houthis et d\u00e9nonce sa faiblesse.
