Apr&egrave;s plus de deux ans en poste, Ghassan Salam&eacute;, &eacute;missaire sp&eacute;ciale de l&rsquo;ONU pour la Libye, a annonc&eacute; quitter son poste le 2 mars 2020, faisant de lui le cinqui&egrave;me &agrave; quitter ce poste apr&egrave;s Ian Martin, Tarek Mitri, Bernardino Leon et martin Kobler. Cette d&eacute;mission porte un coup dur &agrave; l&rsquo;espoir que certains observateurs avaient dans la conf&eacute;rence de Berlin et les nouvelles n&eacute;gociations de paix de Gen&egrave;ve. Les deux parties libyennes ont pour l&rsquo;heure annonc&eacute; la suspension de leur participation aux pourparlers.<\/p>\n<p>Face &agrave; ces d&eacute;veloppements on peut se demander comment ce pays s&rsquo;est effondr&eacute;, comment un tel Etat qui paraissait solide a pu faillir et laisser place &agrave; des dynamiques de violence &agrave; si grande &eacute;chelle et finalement quelles sont les freins &agrave; une sortie de crise pacifique ?<\/p>\n<p>Pour essayer de d&eacute;gager des r&eacute;ponses ou tout du moins des clefs de lecture, il est important d&rsquo;avoir une approche pluridisciplinaire au travers les outils de l&rsquo;histoire, de la sociologie et de la science politique. Il nous parait pertinent de nous int&eacute;resser au pass&eacute; de la Libye afin de savoir s&rsquo;il est possible de trouver des liens et des origines possibles aux maux dont souffre le pays aujourd&rsquo;hui. M&ecirc;me si ces liens ne peuvent &ecirc;tre affirm&eacute;s, la compr&eacute;hension du pass&eacute; est primordiale pour appr&eacute;hender le pr&eacute;sent, car elle nous offre la possibilit&eacute; de mieux saisir certains &eacute;v&egrave;nements ou ph&eacute;nom&egrave;nes. Ainsi, l&rsquo;approche historique apporte une contextualisation qui permet d&rsquo;affiner les r&eacute;sultats obtenus au travers des la science politique. Quant &agrave; cette derni&egrave;re, elle permet de comprendre les &eacute;v&egrave;nements contemporains, les structures libyennes et les origines de la violence. Cette approche permet aussi d&rsquo;aborder de nombreuses dimensions de la probl&eacute;matique sans se focaliser sur le r&ocirc;le d&rsquo;un acteur ou d&rsquo;un ph&eacute;nom&egrave;ne en particulier.<\/p>\n<p>Un effondrement si spectaculaire nous pousse &agrave; consid&eacute;rer l&rsquo;hypoth&egrave;se que la Libye &eacute;tait d&eacute;j&agrave; un Etat faible, et non pas failli, avant m&ecirc;me l&rsquo;arriv&eacute;e au pouvoir de Kadhafi. Car, sous l&rsquo;occupation ottomane et italienne, le pays &eacute;tant administr&eacute; de l&rsquo;ext&eacute;rieur, n&rsquo;avait pas d&rsquo;Etat &agrave; proprement parler et la monarchie n&rsquo;avait &eacute;t&eacute; capable ou n&rsquo;avait eu la volont&eacute; de mettre en place un Etat l&eacute;gitime dot&eacute; d&rsquo;institutions et de contre-pouvoirs. Ainsi, Kadhafi s&rsquo;est saisi d&rsquo;un Etat d&eacute;j&agrave; faible, mais n&rsquo;a rien entrepris pour le renforcer. Au contraire, il a m&ecirc;me r&eacute;duit encore davantage les &eacute;ventuelles oppositions, a accentu&eacute; la centralisation de la prise de d&eacute;cision et a mis la main sur les richesses p&eacute;troli&egrave;res du pays.<\/p>\n<p>En 2011, la r&eacute;volution a alors pris place dans un contexte d&rsquo;un Etat faible, voire m&ecirc;me d&eacute;j&agrave; failli, la fronti&egrave;re entre failli et effondr&eacute; &eacute;tant tr&egrave;s mince. Cette fronti&egrave;re a rapidement &eacute;t&eacute; franchie gr&acirc;ce notamment &agrave; une forte mobilisation facilit&eacute;e par les difficult&eacute;s &eacute;conomiques de nombreux citoyens, par un climat id&eacute;ologique o&ugrave; cohabitent religion et esprit r&eacute;volutionnaire, mais aussi par un m&eacute;contentement touchant toutes les couches de la soci&eacute;t&eacute;, li&eacute; notamment &agrave; l&rsquo;incapacit&eacute; de l&rsquo;Etat &agrave; r&eacute;pondre aux aspirations du peuple. Il existait ainsi dans la Libye de Kadhafi une grande dissonance entre le discours de l&rsquo;Etat et la vie des citoyens. Le climat de violence instaur&eacute; par le r&eacute;gime de Kadhafi aura &eacute;galement jou&eacute; sur sa banalisation et favoris&eacute; le basculement dans l&rsquo;opposition violente menant &agrave; la chute du guide. Une fois que la contestation s&rsquo;est accrue et s&rsquo;est organis&eacute;e, les acteurs internationaux se sont engouffr&eacute;s dans la br&egrave;che et ont appuy&eacute; l&rsquo;opposition &agrave; Kadhafi, cr&eacute;ant un effet boule de neige, car de nombreux acteurs ont ainsi rejoint la lutte en voyant l&rsquo;engagement &eacute;tranger. La chute du guide n&rsquo;aurait pas eu lieu sans cette implication externe, mais elle n&rsquo;aurait pas non plus exist&eacute; sans le soul&egrave;vement local.<\/p>\n<h2>Qu&rsquo;en est-il de la Libye apr&egrave;s l&rsquo;effondrement ?<\/h2>\n<p>La situation actuelle en Libye ne permet pas d&rsquo;entrevoir une sortie facile de crise, et ce pour plusieurs raisons. Apr&egrave;s la chute de Kadhafi, il n&rsquo;y avait plus d&rsquo;Etat et donc plus aucun monopole de la violence, &agrave; quoi il faut ajouter le d&eacute;but de la lutte pour le pouvoir sur le pays. Aucune solution n&rsquo;a r&eacute;ussi &agrave; r&eacute;soudre la situation, que ce soient les &eacute;lections de 2012 et de 2014, les r&eacute;solutions soutenues par l&rsquo;ONU ou les tentatives de diff&eacute;rents acteurs d&rsquo;imposer une domination par la force. Le pays se trouve m&ecirc;me depuis 2014 coup&eacute; en deux et dispose de deux gouvernements. Nous pouvons imputer ces &eacute;checs &agrave; diff&eacute;rents facteurs. Il y a en Libye un manque de culture politique et d&eacute;mocratique d&ucirc; &agrave; l&rsquo;absence d&rsquo;exp&eacute;rience dans l&rsquo;histoire du pays. Il a &eacute;t&eacute; tent&eacute; de cr&eacute;er une l&eacute;gitimit&eacute; par les urnes tr&egrave;s rapidement, avant de r&eacute;soudre des probl&egrave;mes comme la s&eacute;curit&eacute; et la mise en place d&rsquo;institutions solides permettant le lancement d&rsquo;un processus de r&eacute;conciliation. Les gouvernements &eacute;lus n&rsquo;ont pas r&eacute;ussi &agrave; b&eacute;n&eacute;ficier d&rsquo;une l&eacute;gitimit&eacute; n&eacute;cessaire permettant de stabiliser la situation au niveau national. De plus, l&rsquo;aspect s&eacute;curitaire est fondamental car sa non-organisation, la multiplication des milices et l&rsquo;incapacit&eacute; de l&rsquo;Etat &agrave; en prendre la main, n&rsquo;a pas permis de mettre en place un cadre propice &agrave; la transition et a favoris&eacute; la fragmentation du pays. Alors, si la situation de la Libye rend compliqu&eacute;e aujourd&rsquo;hui une sortie de la crise, et les derni&egrave;res ann&eacute;es de de conflit et de violence l&rsquo;implication croissante d&rsquo;acteurs &eacute;tranger et leur multiplication semblent l&rsquo;appuyer, comment peut-on produire la paix ? Quelles sont les pistes pouvant mener &agrave; la paix en Libye ?<\/p>\n<p>Il est ainsi crucial de lancer un processus de r&eacute;conciliation et d&rsquo;&eacute;tablir la justice sans exclure les acteurs de l&rsquo;ancien r&eacute;gime comme il a &eacute;t&eacute; entrepris par le pass&eacute;. Il est n&eacute;cessaire de r&eacute;int&eacute;grer dans le syst&egrave;me &eacute;conomique de paix les nombreux combattants ayant rejoint des milices souvent pour se d&eacute;fendre mais aussi pour des raisons &eacute;conomiques. Il faut leur retrouver une place durable dans la soci&eacute;t&eacute; qui leur est plus profitable sur le long terme. Il est bien &eacute;videmment n&eacute;cessaire de pr&eacute;alablement apaiser et d&eacute;militariser le pays afin qu&rsquo;une telle quantit&eacute; de groupes arm&eacute;s ne soit plus n&eacute;cessaire, pour que les citoyens se sentent en s&eacute;curit&eacute;. Un Etat doit &ecirc;tre recr&eacute;&eacute; au travers de syst&egrave;mes judiciaire, administratif, s&eacute;curitaire et politique, qui doivent &ecirc;tre contr&ocirc;l&eacute;s efficacement dans un syst&egrave;me d&eacute;mocratique. Ces &eacute;tapes sont fondamentales &agrave; la mise en place d&rsquo;un Etat l&eacute;gitime et accept&eacute; de tous.<\/p>\n<p>La situation libyenne est tr&egrave;s complexe et les alliances sont nombreuses et changeantes au gr&eacute; des int&eacute;r&ecirc;ts qui sont eux m&ecirc;me multiples et superpos&eacute;s. Aussi, la fin de la crise libyenne est souvent analys&eacute;e au travers d&rsquo;une vision occidentale et du mod&egrave;le de l&rsquo;Etat-nation. Selon Christopher Clapham (1) avec la notion d&rsquo;Etat moderne est n&eacute;e l&rsquo;id&eacute;e que chaque portion du monde devrait faire partie d&rsquo;un Etat et la faillite des Etats est g&eacute;n&eacute;ralement observ&eacute;e au travers de ce prisme. Mais le maintien d&rsquo;un Etat n&rsquo;est pas une chose ais&eacute;e et ce mod&egrave;le n&rsquo;est peut-&ecirc;tre pas r&eacute;alisable partout et en tout temps.
